The murder of Hamza Lici, the younger brother of Ibrahim Lici, was planned by Astmer Bilali and Behar Bajri, as early as August 2020, where as the two underworld characters talk on the "Sky" app, Bilali tells Bajri that:

While Behar Bajri answers briefly to Bilal: "...aaa praaaa...".
But again, Bilali asks Behar Bajri to provide accurate information about (Braçen), Ibrahim Lici and Dorian Duli, in order to capture and kill them.
On the other hand, Behari reminds Astmer that Dor Duli, Genc Tafili and Ibrahim Lici are coming from Saranda to Fushë-Kruje, that Indrit Rraja has died and then they will come to Shkodër.
Behari writes to him: "...what are you in a hurry for Braça...? I am concerned about the information, but also about the State. Do you have people? I need four...".
Astmeri replies: "...today I have no people because no one is here, not even Bardhi is here, even my friend, they have caught me... these are also staying with me as I have here, they left for the races today in Durrës... but I am...".
While Behari replies: "...I have the car and the gun." But you are, but people are needed, what do you want to do alone? But no matter what, I send SMS, because I have my people at my disposal whenever...".

A "Range-Rover" type car, which a few days ago was presented to some residents as a police car, left the alley where Astmer Bilali has a house, and after reaching "Benzin" street, where Hamza Lici and Arlind Bushati were traveling , shot from behind with a volley of automatic weapons, leaving Hamza Lici, Arlind Bushat dead, and in this event the innocent couple, Flutura and Bashkim Basha, also died.
For the Police and the Prosecutor's Office of Shkodra, the event is related to the revenge for the murder in March 2019 of the father and uncle of Astmer Bilal, citizens Astri and Brahim Bilal.
That plan that Astmeri and Behari could not carry out in 2020 when they were free, apparently they have already been able to carry out from inside the prison, through their soldiers who are outside, on the streets of Shkodra.

Kështu, vetëm 13 ditë pasi kishte dalë nga Burgu 313 në Tiranë, Behar Bajri bisedon në aplikacionin “Sky” me kodin “62Y87A” që i përket Astmer Bilalit.
Të dy emrat e njohur të botës së krimit dhe dy kundërshtarë të betuar të familjes Lici, flasin se “plaku” i Licëve Mustafa Lici, ka dalë nga banesa, “tek pull” dhe është parë vetëm në asfalt.
Monitorimi i familjes Lici, realizohej qysh në atë kohë dhe deri më tani kryhet në mënyrë të përpiktë dhe një gjë e tillë vërehet në bisedën e datës 12 korrik 2020, ku Behar Bajri i shkruan në mbrëmje Astmer Bilalit, duke i thënë se:
“…paska dalë sot plaku Mere në asfalt më thanë, vetëm tek pull. Ka dalë plaku Mere, tek pull në “Golf 4” në qytet…”.
Ndërsa Astmer Bilali ia kthen duke i shkruar se: “…jo ma për zotin, çfarë asfalti…!hahaha po po, ban be?.
Behari: “…Pasha Allahun po, nuk jam për lojna me kështu punësh…”.
Astmeri: “…jaaa, kur ma…?”.
Behari: “…tu u errësu…”.
Astmeri: “jaaa, ku ka dal…”.
Behari: “…ka ik deri në Sarreq…”.
Astmeri: “…jaaa, me çfarë makine…?...ka me e ba rrugë ai, s’ka ku në pi*** të robve të tij me shku…”.
Ndërkohë 4 ditë pas kësaj bisede, në datën 16 korrik 2020, Astmer Bilali, bisedon me Behar Bajrin, duke i thënë këtij të fundit që mos dilte shumë me makinë, pasi do e kapte policia dhe këto informacione ja kishte dhënë Bardhoku. (Bëhet fjalë për Bardhok Pllanajn).
Astmeri i shkruan Beharit në aplikacionin “Sky”: “…a fjete…? Mos dil me makinë se dojn me të kap, se jan tu të padit shumë. Bardhoku më tha, fol vetë me të, ma mirë. Po më tha, thuaj mos të dali. Mirë…”.
Behari ia kthen si më poshtë vijon: “…po po, o Bardhokut ja q*** robt, se si shumë po më del emri i tij. Hajt se ta po vij aty, hajt se takona…”.
Astmeri ia kthen: “…pse ma ça ka, hajt se po vij aty dhe flasim…”.
Behari: “…Po për ça dojn me më kap, për makinë apo kontroll…? Hajt se merem unë me këtë punë…”.
Kurse Astmeri, ia kthen duke i thënë se Behar Bajrin duan ta arrestojnë për kontroll dhe makinë të blinduar.
Ndërkohë në datën 26 korrik 2020, Astmer Bilali bisedon me Behar Bajrin duke i thënë këtij të fundit se e ka ndjekur policia e Shkodrës, por kishte mundur të largohej.
Ndërsa, sipas tij, policia kishte kapur nipçen Arlindin, që rri me Bardhin. (Besohet se bëhet fjalë për Bardhyl Mavraj alias Bajri)
Nipçja në këtë bisedë besohet shumë se është Arlind Bushati, që në këtë kohë ka qëndruar me Astmer Bilalin.
Ndërsa në atentatin e 30 Tetorit ku ai mbeti i vrarë, ishte nën shoqërinë e Hamza Licit, vëllait të Ibrahim Licit.
Astmer writes to Behar Bajri saying: "...how have you been...? I've been chased by the police now, but I ran away. But they caught Arlindi's nephew, how he lives with Bardhi. Shif, don't let anyone come to you from there...".
While Behari replies with an Olympic calmness: "...have you left me in Theth?, because Ismeti told me. We will become wild goats if they cross your path. Do not use the phone because they will locate it and catch you...".
From the conversations held in July 2020, it seems that Arlind had company with the members of the "Bajri" group, while in the October 30 assassination, Arlind Bushati was in the car with Hamza Lici.
Hamza Lici's father, Mustafa Lici, during his testimony given to the police, has shown that his son, Hamza Lici and Arlind Bushati, were close friends and this friendship between them was inherited also because of the friendship that Mustafa himself has with Arlindi's father, Xhemal Bushati.
According to Lic's testimony, on the day of the event, his son and family friend Arlind Bushati, left for Montenegro, to go to Podgorica.
Lici said that as soon as they entered Dobraç, "they were shot by an ambush organized by members of a criminal group that is closely connected to the government".
In his confession before the police officers, Mustafa Lici, has shown that his son Hamzai had no criminal record and was killed innocently. His only fault was that he had a brother, Ibrahim Lici.
According to the father, Hamzai was a devout believer, who prayed 5 meals a day of the Islamic religion. It is learned that the police asked Mustafa Lici about the location of the other son, Ibrahim Lici, but Mustafa told them that he is in Turkey. / Ora News
