The full decision of the Criminal Court in Tirana has been released regarding the sensational murder of Judge Astrit Kalaja, on the afternoon of October 6, 2025, clarifying the entire dynamics.
Three days after the event, on October 9, this court imposed the measure of "prison arrest" for the perpetrator of the murder, Elvis Shkambi, and two other people.
The secretary recounts the horror of the judge's last moments.
Asked in her capacity as a person who is aware of the circumstances, the judicial secretary at the Appeals Court stated that the deceased judge called for the opening of the court session to announce the verdict, around 15:35-15:40 of that day.
"He called all the parties to the process with a microphone, and only four people appeared, the plaintiff RK, and a person who introduced himself as his son, as well as two people from the defendant, Gjon Shkambi and his nephew, Elvis Shkambi, who accompanied him. The parties sat down and the judge opened the court session. Initially, the judge asked the plaintiff who he was and asked him to hand over his ID card. His son intervened, but the judge told him that he was listening and the gentleman could speak for himself. Immediately after this, the judge announced the decision in which he expressed the upholding of the decision of the Court of First Instance, he also cited the deadlines for recourse to the High Court and then declared the session closed," the official decision states, based on the secretary's testimony.

At this moment, Judge Kalaja stood up to go to the Counseling Room. Elvis Shkambi approached the judge's podium and fired a pistol.
As the secretary told investigators, in that shocking moment, she stood up and placed her hands on her chest. The 30-year-old told her that "it's okay" and turned back, firing a gun at the judge.
"After shooting the judge the second time, she sat under the table and heard the judge groaning, and at that moment she heard a court employee approach, who was the courtroom guard, but not their courtroom, and ask "what happened". She stood up and said that they had killed the judge and saw the judge lying down and went out into the hallway and shouted "call an ambulance", while a court employee approached and together they entered the consultation room. This employee went and got a towel and came back where they used that towel to press the judge's wound", the letter further states.

The court clerk who first went into the courtroom to see what had happened was the person to whom Shkambi handed over the murder weapon.
At that moment, he put the gun in his pocket and tried to call for help. Upon their arrival, the "Eagle" forces tried to handcuff him, but he told them he was a court employee and showed them the gun that the judge's killer had given him.
The letter also mentions the “Mercedes Benz” vehicle of the author’s uncle, Gjon Shkambi, which was parked at the Namazgja Mosque. In it, the police found 31 cartridges, apparently 9 mm caliber ammunition. Illegal items were also found in the author’s apartment in Shkodra.
He had had the gun for 10 years, and fired it for the first time that day.
Meanwhile, when questioned by investigators, the 30-year-old admitted to every action he had committed in detail, but rejected the theory of collaboration with his uncle, whom he had been helping and assisting in these court proceedings for 1 year and 8 months.
What is strange in the whole dynamic is the fact that Elvis and his uncle did not exchange a single word, look, or provocation with the other party they were in the process with, that is, the father and son who ultimately remained injured.
The author said that at the moment the verdict was announced, he was shocked and that he could no longer bear the injustice after the delay of this trial.
Thus, he took out the gun from his belt, which he had possessed for 10 years without permission, but which he had never used. However, he had had it with him in every court session and in every institution where he had gone to claim his rights.
"I didn't want it to end like this"
"I remember shooting once more at the judge, and as I recall, I unconsciously pointed the gun towards the door, once more towards the hall door," the young man confessed, saying that he injured father and son unintentionally, as he had no problem with them.
After handing over the weapon and going out to the court yard, together with his uncle, he gave him the car keys and, according to him, at that moment he told him that he "killed the judge."
His uncle, shocked, told him to "turn us off."
