On November 28, 2020, as Albania's Independence Day was celebrated, the village of Mushan in Shkodra was shocked by the murder of Ridvan Ramazani alias Hyseni.
One of the characters of the criminal world in this city, close ties to the rival clan of Bajra, the "Cafi" and "Lici" families.
Numerous police forces and RENEA officers had surrounded the area, with the aim of locating and capturing the two brothers Duel and Hydajet Mehmedaj, but neither of them could be found.
At that time, RENEA was searching for the perpetrators in several villages in Shkodra. According to conversations held on "Sky", Ridvan Ramazan's killer, Duel Mehmedaj, was being held in a secure base in Bajri, in the village of Rjoll in Shkodra.
Since then until today, when it has been almost 5 years since the serious event, Duel Mehmedaj, convicted by the Shkodra court for the murder of Ridvan Ramazan, has still not been caught by the State Police.
Ridvan Ramazani, called "Riti" in Shkodra, was one of the characters of the criminal world in this city, and closely connected to the opposing clan of the Bajra, the Cafi and Lici families.
At noon on November 28, 2020, Arsad Bashli told Behar Bajri on "Sky" that RENEA police forces had gone to the village of Dajç and were conducting an investigation there for the murder. But Behar replied: "...because I was just woken up from my sleep...", pretending not to know anything.
Because Duel Mehmedaj had removed from circulation one of the people who had contacts and friendships with the "Cafët" and "Licët", Behar Bajri and Pëllumb Gjoka took Duel Mehmedaj under their protection, hiding him in the village of Rjoll in Shkodra, in order to avoid falling into the hands of the police who were looking for him.
Further, businessman Pëllumb Gjoka, through police officer Ardit Hasanbehaj, inquires about the dynamics of the investigation and the possibility of assistance that could be provided to Duel Mehmedaj, with the aim of changing the charge to murder for self-defense, since according to conversations in the "Sky" application and documents in the investigative file, the victim Ridvan Ramazani had first fired a pistol at the car where the two brothers, Duel and Hydajet Mehmedaj, were.
And then he got out of the car and fired back with a Kalashnikov several times, Duel Mehmedaj, who left him dead on the spot.
Pëllumb Gjoka, upon learning of the incident, wrote to "Sky" on November 28, 2020, to the officer against Crimes against Life at the Shkodra Police, Ardit Hasanbegaj, saying: "...an incident happened there, please take care brother, very seriously brother...".
Hasanbegaj, ia kthen duke i dhënë udhëzime Pëllumbit që një person i shpallur në kërkim nga policia për ngjarjen, ti çonin mesazh që të mos rinte në shtëpi por të ikte të fshihej. Polici i thotë: “…Ok Ok vëlla, Milker Gjoka, thuaj të mos rijë në shtëpi, po qe…thashë mos e njihje…”.
Por Pëllumbi nuk ka asnjë njohje me Mikljor Gjokën dhe i thotë Hasanbegaj: “…nga është ky…? Ja të pyes…se nuk di shumë detaje…” Ndërsa Hasanbegaj ia kthen duke e këshilluar dhe pohuar se: “…mos folë shumë në telefon vëlla…se do na hapësh punë…shikoje vetë…”.
Kurse Gjoka i shkruan se: “…jo vëlla jo, vetëm këtu (SKY) vëlla…”.
Ndërkohë rreth orës 03:54 të mesantës së 29 Nëntor 2020 Behar Bajri bisedon me Pëllumb Gjokën, duke i shkruar këtij të fundit: “…s’ka gja ma vlla, na pastë marrë të keqen “Riti…”.
Ndërsa Pëllumb Gjoka ia kthen duke i shkruar në “Sky” si më poshtë:
“…kjoft me zotin e ishalla ka këmbën e mbarë e i merr me vetin krejt grupin…”.
“…AMIN…”-i thotë Behar Bajri duke vijuar ti shkruajë se: “…kamën e mbarë, ka me pasë…”.
“.AMIN ishallah…”-ia kthen Pëllumb Gjoka.
Por në mesditën e 29 Nnëtorit, Pëllumb Gjoka, bisedon sërisht me policin Ardit Hasanbegaj, duke u interesuar për dy vëllezërit e shpallur në kërkim, Duel dhe Hydajet Mehmedaj.
Gjoka i shkruan në “Sky” Ardit Hasanbegaj: ”…si je vëlla? Ka ndonjë gjë të saktë që i kanë shpall në kërkim…?”.
“…Po po, pamjet e karburantit, tullë…”- ia kthen Ardit Hasabegaj, duke e vënë në dijeni Pëllumbin se vrasja ishte filmuar totalisht nga kamerat e një karburanti aty pranë.
“…Ça zgjidhje ka…? A ka hapësirë…?”-ia kthen Pëllumb Gjoka, policit Hasanbegaj.
Por efektivi i policisë Shkodër i shpjegon duke i shkruar se:”…ai djali që të thashë dje (Mikljor Gjoka) ka dhjerë dynjanë. Ka treguar të gjithë ngjarjen.
“…Kush e ka marë në pyetje? Ti je këtej apo në Tiranë? Ka pas shkëmbim zjarri…”-i shkruan Pëllumb Gjoka.
Por Hasanbegaj ia kthen duke i thënë: ”…shoku nuk ka hapësirë, sepse i ka dhënë detajet ai djali komplet. Ka treguar që ka qënë makina e këtyre, janë targat, personi del nga makina e tyre sepse duket nga kamerat. Janë kamerat tull…”.
Gjoka i shkruan se:”…ai djali mund ti mohoj…Po por ai ju ka bllokuar rrugën dhe ka gjuajtur i pari…”.
Hasanbegaj ia kthen se:”…po kjo është e vërtetë. Veç në këtë pjesë mund të mbrohen, që ai ju ka zënë rrugën…”.
“…Po pra vrasje në kushtet e vetëmbrojtjes…si i keni ba letrat…?”-i thotë Pëllumb Gjoka.

The murder has been committed now and this work is not done now. Let's talk about the situation a little later, because yesterday the entire General Directorate was here, with Toni, Ben Dash, and company. Oh brother, the letters were made for Murder in collaboration. If that boy hadn't been caught, that I told you yesterday, the situation would have been different. It would have been just the footage, but now there is his statement saying that I was with them in the car and the younger brother shot. If Mikljori hadn't been caught, the situation would have been different. But they had found him at home...".
Pëllumbi says: “…Did you do it, because he shot first…? (Speaking of Ridvan Ramazan).
Hasanbegaj replies: “…this is in the statement of that boy (Mikljori), but I don’t know exactly. But he also stated this, that he blocked the road with the car. But you forgot the fact that he says that we saw the car and followed it and there he (Ridvan) blocked our road. Their younger brother came out, he shot with a gun, he also shot. That’s it, up and down…”.
“…But who shot first…?”-asks Pëllumbi Gjoka.
Hasanbegaj replies: "...I don't know the details, I didn't record it. But this is a bit of a stretch. Only here can they be protected, in this part. That we went to meet him. For clarification, he (Ridvani) shot first. Because in the picture it doesn't look clear whether he (Ridvani) or these (Duel Mehmedaj and his brother) shot. Only these seem to understand. They shot this target. He dodges this guy, Duel, because he makes an evasive move that is thought to have avoided his target and then continues shooting again, until it went to his head. Where can I see the footage, because even if we had left a cameraman, he wouldn't have captured it so well. He (Dueli) had gone to remove the cameras, pulled them out, left them in place. If he had taken that DVR, they wouldn't have found it in 100 years...".
Hasanbegaj further writes to Pëllumb Gjoka that during the interrogation of Ridvan Ramazan's son, he said that on the morning of November 28th he had had an argument with one of the Mehmedaj brothers.
"...Ok brother, have a good time..." Pëllumb Gjoka replies.
Further on December 16, 2020, Ardit Hasanbegaj, after receiving investigative data from his colleagues, informs Pëllumb Gjoka about the details of the investigation and the planning of the re-interrogation in the Reç prison of the arrested person, Mikljor Gjoka.
Hasanbegaj writes: "... how are you, what you asked me yesterday is certain. So two combs, 11 cartridges, 1 pistol shell. Facts have also been obtained. By order of the prosecutor, tomorrow they will go and question that Gjoka in Reç...".
