New details have been revealed from the file on the attempted escape of two prisoners from 313 in 2021.
The file provided by Top Channel journalist Anila Hoxha shows the entire chronology of the event, including how prisoners Arbër Çekaj and Fatmir Pjetri attempted to escape by descending from the ventilation shaft with an improvised rope made of sheets.
After noticing suspicious movements by the detainees, the police began to take action.
" The ventilation monitoring employee Bledar Kurti states that he received the service like every day at 08.00. After receiving the keys from the guard officer, he entered the sector in building "A", where he went to the workplace which is upstairs at the ventilation area and stayed there until 12.00 and after the end of the ventilation hours he stayed in the rooms where we always stay.
Before he went out again to the ventilation, he saw a detainee who had cut his hand and went to the infirmary. At around 14.50 he went back to his workplace upstairs in the ventilation after it reopened at 15.00. At the workplace where he works, sectors 1-2 of the 2nd floor come out at the same time and on the other side sectors 2/4 and 2/5 of the 2nd floor come out.
After he resumed duty and got ready to wait for the detainees in the ventilation, he noticed that two detainees had opened the net and climbed onto the ventilation grate. He immediately went from the guard post to stop them and only managed to grab one of them with one hand, whom he recognized as Fatmir Pjetrin, but was unable to stop him after he ran away and headed to the end of the ventilation, where they tied a rope and threw him to the side of the yard.
He shouted to be heard by the police below the column, and went to open the exit door from the ventilation sector after it was locked by the two detainees. At this moment, two police officers arrived, Edmond Prenga and Olti Myzyri, who climbed up on top of the ventilation grill, went all the way to the end to see the prisoners, and turned back after seeing nothing.
The ventilation monitoring employee Xhavit Kurti states that he took over the service at 08:00 and at that moment the security elements were in order and without problems. Around 15:00 he went up to the ventilation boxes to start the afternoon ventilation for the prisoners, where according to the schedule there was ventilation in sectors 2/4 and 2/5.
They went out for ventilation in sector no. 1 on the other side of the ventilation system and while going out for ventilation, he saw a colleague of his arguing with inmate Arbër Çekaj, who had climbed onto the grate and it seemed to him that his colleague grabbed him by the leg but was unable to neutralize him.
At this moment, being taller, he opened the net above and climbed onto the carrier and shouted to police officer Fiqiri Halili to report the incident as he had neither a phone nor a radio with him and subsequently saw nothing about the incident.
Assistant Information Specialist Ali Almeta states that he received the service at 06:15 and went out to line up the first shift of officers. After the briefing by the information specialist, he entered together with the troop for a physical check at the scanner, and they were escorted to the relevant buildings according to sectors.
At 14:30 he was notified by the information office that inmate Lulzim Čepele had cut his wrists. The information specialist sent him to notify the nurse to communicate with the doctor, where after their communication it was decided that Lulzim Čepele should be sent to the emergency room. At around 14:50 he was assigned by the information officer to take the injured inmate along with two other employees and the unit specialist to send him to the emergency room.
As they were exiting the tunnel, they heard noises and shouting from outside the door, and at this moment they left the detainee at the checkpoint with the basic role police officer and, together with two members of the security group and the troop specialist, went out into the yard.
There he saw one of the information officers, Myfit Xheka, bleeding from the head, and the security officer Lefter Hysenlika, who had neutralized the prisoner Fatmir Pjetri. Then he saw the prisoner Arbër Çeka, and they immediately intervened, neutralizing and handcuffing him.
"Information specialist Myfit Xheka declares that at 06:30 he received the service until 19:00, where his duty is to manage the entire activity of the institution ," the file states. / Top Channel
