5 people have been placed under security measures, as they are suspected of involvement in a scheme of document forgery and abuse of office related to the illegal acquisition of a land area in the village of Mëzez.
According to the court's decision, the security measure "Arrest in prison" has been imposed on Denis Bakalli , 45, suspected of the criminal offense "Forgery of documents". Meanwhile, the measure "House arrest" has been imposed on Imer Çelaj , 59, also suspected of the same criminal offense.
In the same case, the court has imposed the measure "Suspension from exercising a public duty or service" on three employees of the State Cadastre Agency: BS, 49 years old; FZ, 35 years old; and Th. L., 41 years old. They are suspected of the criminal offense of "Abuse of office", committed in collaboration.
According to the police, Denis Bakalli and Imer Çelaj are suspected of having transferred ownership of a 2,350 square meter area of land in the village of Mëzez, which belonged to another citizen. According to the investigation, this was accomplished through forged documents and in collaboration with three Cadastre employees.
"The Specialists for the Investigation of Economic and Financial Crimes, under the direction of the Prosecution, organized and finalized the operation codenamed "Contract", within the framework of which the decision of 03.03.2026, of the Court of Tirana, which has set security measures for 5 citizens, was executed, as follows:
-“Arrest in prison”, for the criminal offense “Forgery of documents”, for citizen DB, 45 years old;
-“House arrest”, for the criminal offense “Forgery of documents”, for citizen I. Ç., 59 years old;
-“Suspension of the exercise of a public duty or service”, for the criminal offense “Abuse of office”, committed in collaboration, for citizens BS, 49 years old, FZ, 35 years old and Th. L., 41 years old, employees at the State Cadastre Agency.
The investigations suspect that citizens DB and I. Ç. have transferred ownership of a 2350 m² land area in the village of Mëzez, which was owned by another citizen, through falsification of documents, in collaboration with 3 ASHK employees.
Further, the Court has ordered preventive seizure of this land area.
"The procedural materials were referred to the Tirana Prosecutor's Office for further action," the police announced.
