
Two IMT inspectors arrested and two others wanted...
SPAK has gone on the ground to crack down on one of the most widespread corruption schemes in local institutions, the abuse of construction permits and the "service" of bribery to tolerate unauthorized construction.
In cooperation with the State Police, a special operation was conducted against the Inspectorate of Territorial Protection in Tirana (IMT), leading to arrests and wanted notices for employees of this structure.
Sources report that so far two IMT officials have been arrested, while two others are being sought. The investigations began after a specific complaint, where citizens and business representatives claimed that IMT employees were demanding money in exchange for inaction for serious construction violations.
SPAK suspects that this is just the beginning of a vast corruption scheme, involving not only ordinary inspectors, but also local leaders and people with strong political connections. The Special Structure has signaled that the investigations will extend to several municipalities where the phenomenon has become "the rule of the game", not the exception.
This morning, the Police arrested in Durrës the former chief inspector of the IMT, Ardian Halili, who is accused of illegal construction in the tourist area of Ishmi. According to the investigative file, Halili has built several holiday villas without a permit, falsifying documents and using his public position for personal gain.
This is not an isolated case. In Jalë, Dhërmi, Tirana and beyond, illegal construction is flourishing with the tacit blessing of the IMTs, while citizens who report it receive standard responses and procedures that never end.
SPAK has the power to show that the fight against corruption does not end with peripheral arrests. If we want a rule of law, investigations must reach those who give orders, not just those who carry them out for a higher salary.
