The Special Prosecution Office has officially reacted regarding yesterday's operation by RENEA forces in Shkodra.
The operation was carried out in connection with the incident that occurred in Rranxë i Bushati on August 23, 2024, where the armored vehicle "Audi A8", in which Samuel Troshani and Izmir Sakica were suspected of traveling, was hit with a gun.
The GJKKO has set the security measures "arrest in prison" for Samuel Troshani, Izmir Sakica, Franko Leka and Aleksandër Prendi. Sakica and Troshani are already behind bars after surrendering to the police a few weeks ago, while the other two, Prendi and Leka, are wanted.
According to SPAK, Samuel Troshani, Izmir SakicA, Franko Lekë in collaboration with other unidentified persons set off in an organized manner with armored vehicles towards the village of Rranxë, in the Bushat Administrative Unit, Vau i Dejës Municipality.
The people under investigation were armed and there are suspicions that they went to this area with the intention of killing Prendi and his family members, residents of this area.
While they were passing through this area, they were shot by Prendi, SPAK says, and that from the evidence obtained at the scene it appears that there was an exchange of gunfire, not damage to the health of the people involved, but only to the vehicles.
"From the investigations conducted, it results that on August 23, 2024, at around 5:00 p.m., the persons under investigation, Izmir Sakica, Samuel Troshani and Franko Leka , together with other unidentified persons, set off in an organized manner with armored vehicles towards the village of Rranxë, in the Bushat Administrative Unit, Vau i Dejës Municipality.
The persons under investigation were armed and there are reasonable suspicions based on evidence that they went to this area with the intention of killing the person under investigation Aleksandër Prendi and his family members, residents of this area. While they were passing through this area, they were shot with a firearm by the person under investigation Aleksandër Prendi , SPAK reports.
On February 18, 2025, the General Directorate of the State Police in cooperation with the National Bureau of Investigation executed security measures for the persons under investigation Izmir Sakica and Samuel Troshani and the persons under investigation Franko Leka and Aleksandër Prendi were declared wanted.
Also, yesterday, by decision of the GJKKO, a search was conducted in several apartments and premises in the city of Shkodra, which are suspected of being used as bases for housing persons under investigation.

The Special Prosecution Office against Corruption and Organized Crime, within the framework of the investigations for the criminal proceedings with no. 220 of 2024, has requested from the Special Court the imposition of personal security measures of a coercive nature. On 16.02.2025, through decision no. 11, the Special Court of First Instance for Corruption and Organized Crime with decision no. 11, dated 16.02.2025 has decided:
Assigning the personal security measure "Arrest in prison" provided for by Article 238 of the Criminal Procedure Code to persons under investigation IS, ST and FL, suspected of committing the criminal offenses, "Providing conditions and material means to commit murder", committed in special cooperation within the framework of the structured criminal group, "Illegal possession of combat weapons", "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by Articles 80- 28/4, 278/1, 333/a and 334/1, of the Criminal Code.
Assigning the personal security measure "Arrest in prison", provided for by Article 238 of the Criminal Procedure Code against the person under investigation AP, suspected of committing the criminal offenses "Intentional murder", remaining in the attempt and "Unauthorized possession of combat weapons", provided for by Articles 76-22 and 278/1 of the Criminal Code.
The investigations conducted show that on 23.08.2024, at around 17.00 in the afternoon, the persons under investigation IS, ST and FL, together with other unidentified persons, set off in an organized manner with armored vehicles towards the village of Rranxë, in the Bushat Administrative Unit, Vau i Dejës Municipality.
The persons under investigation were armed and there are reasonable suspicions, based on evidence, that they went to this area with the intention of killing the person under investigation AP and his family members, residents of this area.
While they were passing through this area, they were shot with a firearm by the person under investigation AP. From the evidence obtained at the scene, it appears that there was an exchange of fire, not damage to the health of the persons involved, but only to the vehicles. One of the vehicles in which the persons under investigation were traveling was damaged as a result of the shooting at the scene. It turned out to be unregistered, with unknown ownership and with foreign license plates, which do not correspond to the same vehicle.

Also, on the same date, pursuant to decision no. 123, dated 17.02.2025, of the Special Court, a search was conducted in several apartments and premises in the city of Shkodra, which are suspected of being used as bases for housing persons under investigation or as places where evidence for criminal offenses, which are being investigated by the Special Prosecution, could be found.
