
The technical director of the company "Delvina Gas", Luan Metaj, and engineer Elton Malkaj, who were arrested the day before on charges of building an unauthorized gas plant on public property, have been released.
They were released by decision of prosecutor Esmeralda Basho. Police announced yesterday that their arrest was made after it was determined during the inspection that this company was building a gas plant (TEC), on public property, without a construction and development permit from the relevant authorities.
At the end of the checks, Luan Metaj and Elton Malkaj were arrested in flagrante delicto, suspected of the criminal offenses of "Illegal construction" and "Land occupation". Meanwhile, the company's owner, SM, 56 years old, and the administrator Jugelard Ibrahimi, 36 years old, have been declared wanted for the same charges.
"As part of the measures taken to prevent and crack down on cases of illegal construction that violate the territory and the environment, the structures of the Economic and Financial Crime Investigation Section of the Vlora Police Department, in cooperation with the inspectors of the Tirana IKMT and the Environmental Inspectorate, exercised control over a private entity (gas company) in Delvina.
During the inspection, it was found that this company was building a gas plant (TEC), on public property, without a construction and development permit from the competent authorities.
At the conclusion of the first procedural actions, Criminal Investigation specialists arrested the following citizens in flagrante delicto:
EM, 31 years old, responsible for the gas plant, and LM, 53 years old, responsible for the construction site, both suspected of the criminal offenses "Illegal construction", with the intention of profit, and "Land occupation".
Also, the following citizens were declared wanted:
SM, 56 years old, the owner of the company, and JI, 36 years old, the company administrator, both also suspected of the criminal offenses of “Illegal construction”, with the intention of profit, and “Land occupation”.
"The IKMT has kept a record of the violation and has blocked the works on this object. The procedural materials were referred to the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Saranda, for further action," the police announced.

In a response to the media, the company's lawyers clarify that the facility in question is not a power generation plant (PP), but a cleaning plant, an integral part of the gas well at the Delvina field.
According to the company, this plant has been under construction for three years and is currently undergoing maintenance. The two technicians arrested were simply maintenance workers, while the entity itself claims to have followed all legal procedures in accordance with the hydrocarbon framework in force.
