The Court of Appeal has sentenced the former RENEA officer, Arbër Palekaj, to 7 years in prison for the murder of Pjerin Xhuvani on April 21, 2021.
In the session of June 29, 2023, the prosecution demanded a sentence of 25 years in prison for the former officer, while on July 12, 2023, the Court of Elbasan gave Arbër Paplekaj 22 years in prison and sentenced the two former sub-directors to 1 year of probation each. of the police station of Elbasan, Nikollaq Palla and Albert Nushi. Meanwhile, the 6 members of the 'Eagle' forces, Dedion Duraku, Pëllumb Biçakun, Erion Ballë, Erion Meçje, Donald Dedje and Besmir Kadiun were sentenced to 8 months of 'trial service'.
After this decision, Paplekaj's lawyers appealed the decision of the black squads and today, the Court of Appeal decided to sentence the ex-serviceman to only 7 years in prison, with the argument that the murder took place under difficult psychological conditions.
Meanwhile, the two former deputy directors of Elbasan police and the other 6 officers have been declared innocent by the Appeal.
How did the event happen?
We recall that the sensational event in Elbasan happened 4 days before the April 2021 parliamentary elections, where Pjerin Xhuvani, a powerful local exponent connected to the Socialist Party, who was directly involved in the SP campaign in this city, was killed.
Pjerin Xhuvani was killed in Elbasan after being shot by Arbër Paplekaj, the companion of the head of the list of the Democratic Party, Gazment Bardhi.
From the April 21 event, four more people were injured, Emiljan Prenga, Pavlo Vuksani, Eltjon Bodinaku and Xhensila Sota (police employee). Paplekaj admitted the crime and surrendered to the RENEA Forces Department in Tirana, saying that he shot in self-defense after he was shot earlier by people who, according to him, were buying votes.
The event also revealed the PD scandal for the establishment of an armed group, self-proclaimed Structure for the Protection of Votes, where a good part of its members turned out to be people known to the law enforcement structures in the country.
The gun clash happened because of the elections. The Vote Protection Structure set up by DP claimed that the SP headquarters car was caught handing out money in exchange for votes. After finding the car, the police were also called.
The deputy director of the Elbasan Police, Abert Nushi, and some members of the Eagles then arrived at the scene. After the arrival of the police, a vehicle with SP sympathizers arrived at the scene.
