Kryeministri Edi Rama ka vijuar me akuzat dhe kritikat ndaj kryebashkiakut të Vlorës, Ermal Dredha.
Teksa fliste për ndërtimet pa leje dhe kontrollin e territorit, Rama tha se në Vlorë ishte ndërtesa 500 metra në shkëmb, mbi kokën e Ermal Dredhës, ndërsa sipas tij kryebashkiaku nuk ka asnjë informacion. Ai tha më tej se kontrolli mbi territorin për ndërtimet pa leje dhe pastërtia duhet të jenë pjesë e punës së përditshme të policisë dhe të bashkisë.
"Në majën e Pilurit, që duhet zemër të ngjitesh, atje e gjetën njërin duke ndërtuar. Poshtë në breg ku ndërtohen resortet, merret dheu nga kantieri dhe bëhet deti sikur është lumi i Lanës.
Nuk kemi 4000 metra bregdet që të kemi luksin që të ndërtohet dhe të abuzohet më shumë se në të shkuarën. Nëse angazhojmë arkitektët më të mirë dhe angazhojmë strukturat më të mira në çdo bashki, mund të bëhet një punë shumë e mirë.

At this meeting, Rama drew the attention of some of the mayors, while warning that the heads of the SP's administrative units should also be dismissed.

During his speech, Rama made a strong statement, saying that all heads of the Socialist Party's administrative units should be dismissed.
"I see that there are also leaders of other forces here, but as for the leaders of the Socialist Party, all the heads of the administrative units of the Republic of Albania should be dismissed. And they should be given the opportunity again, but by giving others the opportunity to show that they can be more capable than them ," said Rama.
Rama's statement comes at a time when the government is pushing forward new reforms in order to prepare the country for European Union standards.
At the end of his speech during the meeting, Rama gave a deadline of 2 days for the dismissal of all heads of administrative units.
"I hope that by Monday, all heads of administrative units will have been dismissed," said Rama.

Kryeministri Edi Rama nuk i kurseu kritikat gjatë takimit të sotëm me kryetarët e bashkive, duke “shigjetuar” publikisht kryebashkiakun e Elbasanit, Gledian Llatja.
Në një deklaratë live për mediat, Rama deklaroi se qyteti i Elbasanit ka nevojë për një “shkundje” të thellë.
Gjatë fjalës së tij, Rama tha se performanca e bashkisë Elbasan nuk është në nivelin e duhur dhe se situata në qytet kërkon reflektim dhe përmirësim të menjëhershëm, sidomos në drejtim të menaxhimit urban dhe shërbimeve publike.
“Elbasani ka nevojë për një shkundje!”, u shpreh kryeministri me një ton të prerë, duke lënë të kuptohet se dështimet lokale po arrin kufijtë.
"Bari i varrezave në Elbasan mund të bëhet kallam, mund të marrë flakë kollaj. Nëse bari është i qethur si duhet, edhe zjarri nuk merr qiellin, se është e pakonceptueshme të ndodhin gjëra që do t’i faleshin kryetarit të bashkisë së Elbasanit. Nëse Elbasani do të ishte sa Shangai, do ishte ndryshe, por është një qytet që mund ta përshkosh me këmbë çdo ditë. Dhe të mos dijë kryetari i bashkisë së çfarë ndodh…
Edhe në Bashkinë Elbasan, edhe Lushnjë duhet bërë e njëjta gjë siç u bë me shkarkimin e plotë të drejtorëve me dorëheqje në Vlorë, duhet shkundur e gjithë kjo pemë, sepse 10 mandate në Elbasan kryetar janë një barrë që mua më ka marrë edhe ato orë që flija. Duhet të të lënë pa gjumë ty, jo të flesh më shumë.", tha Rama.
Ky mesazh i drejtpërdrejtë vjen në vazhdën e një sërë kritikash që Rama ka adresuar ndaj drejtuesve vendorë në takimin për vlerësimin e performancës së bashkive në kuadër të agjendës “Shqipëria 2030 në BE”.
Me një fokus të shtuar te përgatitja për integrimin evropian dhe fuqizimi i pushtetit vendor, kryeministri ka lëshuar një sinjal të qartë: qeverisja vendore nuk do të tolerohet më si “zonë komoditeti”.
Kritikat ndaj Llatjës nuk kishin vetëm karakter simbolik, por nënkuptojnë edhe një pritshmëri për ndryshime konkrete në drejtimin e bashkisë së Elbasanit.
Rama gjithashtu kërkoi që të shkarkohen të gjithë kryetarët e njësive administrative në të gjithë vendin deri të hënën.
“Kryetarët e njësive administrative të Republikës së Shqipërisë të gjithnjë duhet të shkarkohen. T’iu ri jepet mundësia, por duke iu dhënë mundësi e të tjerëve që mund të jenë më të zotë se ata. Vota që kemi marrë më shumë se çdo herë tjetër, e kanë rritur diferencën mes sa jemi në anëtarët partie dhe sa janë ata që e duan këtë parti në krye. Tu japim mundësi të re njerëzve që të kontribuojnë për këtë vend, drejtorë dhe kryetarë njësish nuk i fus të gjithë me një thes, se me siguri ka siç është kryetari i njësisë së Novoselës, që mund të ketë 30 vite, por është ditën dhe natën në krye të detyrës. Të tjerët, mjafton të shohësh si lulëzojnë barërat e këqijave për ta kuptuar që nuk janë në funksion, kryetari i njësisë që ka varrezat e elbasanasit, duhet shkarkuar pa kthim”, tha Rama.

The inspection of the territory must be supported by a great technological power, with satellites, drones and a dedicated structure. We must build a construction monitoring center, the territorial development agency has also prepared a new regulation for all construction companies. Architects who collaborate with builders to violate construction permits can no longer enjoy the license and will face criminal consequences. Meanwhile, a permit for the use of buildings without the final signature of the architect cannot be granted," said Rama.

Kryeministri Edi Rama ka dhënë sinjale të qarta për një reformë të thellë në sektorin e ujësjellësit, duke paralajmëruar shkrirjen e UKT dhe krijimin e një operatori të vetëm kombëtar për menaxhimin e ujit në Shqipëri.
Duke folur në një takim me kryetarët e bashkive në Durrës, Rama shprehu shqetësimin për mënyrën si funksionon aktualisht sistemi i shpërndarjes së ujit, duke përmendur konkretisht rastin e Tiranës, ku, sipas tij, drejtori i UKT kishte krijuar një strukturë të fryrë burokratike me 30 vetë staf vetëm në zyrë.
“Dhe këtu kemi nevojë për një reformë. Të gjitha llojet e eksperiencave na nxjerrin në konkluzionin se është koha për operator kombëtar të sistemit të shpërndarjes së ujit, që të adresojë një çështje jetike, sikurse është çështja e furnizimit me ujë. Mund ta përfytyroni një zyrë drejtori ujësjellësi me 30 këshilltarë, me 30 vetë staf? Nuk ka zyra ime as çerekun. Mund ta përfytyroni një drejtor UKT me 30 veta në zyrë. Kështu ishte në Tiranë.”, tha Rama.
Kryeministri kritikoi ashpër strukturat e ujësjellësve për mungesë efikasiteti, administrim të dobët dhe fryrje të panevojshme të personelit, duke e quajtur situatën të papranueshme në një vend si Shqipëria, që ende përballet me mungesa serioze në furnizimin me ujë të pijshëm.
“Çudira ka pasur shumë, ka më pak tani, por prapë ka tepër, se Shqipëria nuk ka luksin të presë që të gjithë të bëjnë punën siç duhet,” shtoi ai.
Deklarata e Ramës vjen në një kohë kur qeveria po shtyn përpara reforma të reja në funksion të përgatitjes së vendit për standardet e Bashkimit Evropian.
Ai sugjeroi se modeli aktual i menaxhimit të shpërndarjes së ujit në nivel vendor ka dështuar të garantojë cilësinë dhe qëndrueshmërinë e shërbimit për qytetarët.

"What happened in Theth during the election period, or let's say in the months before and during the elections, was a boom in illegal construction as a result of the preparation for the tourist season. Not one but 40 complaints were made by the state police about these constructions.
