The Vice President of the Democratic Party, Luciano Boçi, reacted after the public hearing held yesterday in Durrës on the administrative-territorial reform. He described the situation as evidence of the failure of the current model of local organization.
In a post on social media, Boçi emphasized that Durrës has lost around 35,000 residents over the last 12 years, while according to him, the departure did not occur towards other Albanian cities, but abroad.
"35 thousand fewer inhabitants in 12 years. They didn't go to Tirana, they didn't go to Shkodra. They fled Albania," writes Boçi.
He also commented on the way local budgets are managed, emphasizing that a significant portion of the municipality's funds go to urban waste, without investments in recycling or selection.
"30% of the municipality's budget goes only to waste, without any recycling, without any selection," he said.
According to Boçi, the size of the municipality does not automatically guarantee better quality services for citizens, while he brought to attention the example of Shijak, which according to him offers more efficiency compared to Durrës.
In his reaction, Boçi also referred to European models of local organization, arguing that European countries operate with smaller administrative units and with services closer to citizens.
"A large municipality is not the solution. The solution is a nearby municipality, with real competences and financial autonomy ," declared Boçi.
He called for territorial reform to focus on bringing services closer to citizens and not on their centralization.
