The State Commissioner of Elections, Ilirjan Celibashi, declares that the vote of the diaspora will not be realized if the Assembly does not finalize the changes to the Electoral Code within this parliamentary session.
Celibashi emphasized that it is the parties who must decide and undertake the changes within July.
"Parties interested in the vote of the diaspora. The Assembly of Albania should complete the changes at least on this issue by the end of July, if we do not have the legal framework completed with complete certainty we will not carry out voting from abroad for the 2025 elections. It will be almost I am certain that we cannot have the vote from outside if the changes are not made at the end of this session", Celibashi told Report TV.
Asked about the cost of the diaspora vote, Celibashi said that there are costs that start from 20 euros, but can reach up to 50 euros.
"There are costs that range from 20 euros per voter from 45-47 but even more. The first will have to be evaluated if the Albanian state or a part of the voter who lives outside the terror of Albania and has an interest in voting will have to pay. Different countries have different interests. In total, the cost goes to this value of 20-40, it can reach up to Euros, it depends on the offer that will be presented by the postal services that are committed to this process", said Celibashi.
Focusing on the voting method, Celibashi said that voting through the postal service is safe, as long as the opposite has not been proven. From a technical point of view, Celibashi added that the process is guaranteed.
"It is a safe service as long as we have no evidence to the contrary through the postal service, including the local postal service. Obviously, the vote is a very important component for several other reasons. From a technical point of view, the process is guaranteed. It is a model that most countries in the world apply. We should not rule out the postal service as a way to carry out voting from abroad. We as CEC have offered one more option of voting by mail. Even the post office remains a service that has all the guarantees regarding the integrity of the vote", stated Celibashi.
"The diaspora may have reserved seats in the Assembly of Albania, but even if the vote of this category of voters will be included when these voters have the registrar of civil status. Personally, I would not prefer to give my judgment regarding this matter. In basically what I can say is the fact that the two options are acceptable ", Celibashi added.
