Belind Kelliçi continued today with the denunciation of the mega-affair of the Tirana incinerator. Kelliçi showed with documents, but also with voice and figure why Erion Veliaj is the owner of the incinerator.

The democratic official said that SPAK prosecutor Dritan Premçi has only one duty: to bring Erion Veliaj before the law.

For months now, we have made public data, evidence and undeniable facts that prove that the applicant, implementer and main beneficiary of the Tirana incinerator is Erion Veliaj. There are 3 main moments that make this happen. First of all, I invite you to attend the meeting of the Tirana Municipal Council on September 28, 2017.

As you heard in this meeting, with great pride Erion Veliaj described himself as the hero of cleaning not only the city of Tirana, but the entire district. The same Erion, who today calls himself a simple customer, in that meeting, with his voice and figure, said that he himself had requested and finalized this project. And as is rare, in this case he did not lie.

According to Altin Duman's file in the case of Arben Ahmetaj's investigation, for this project Erion Veliaj in January 2016 addressed an official letter to the Minister of Finance Shkëlqim Cani, who replied in February 2016 that the proposal sent should to be clarified and specified according to the legal acts in force.

In March 2016, Erion Veliaj re-sends the same request to Arben Ahmetaj, already appointed Minister of Finance. Unlike Shkëlqim Cani, Finance Minister Arben Ahmetaj is more direct in his arguments against this proposal of Erion Veliaj.

With letter no. 3787/1 prot. dated 12.04.2016, signed by the Minister of Finance Arben Ahmetaj, addressed to the Mayor of Tirana Erion Veliaj, states, among other things, that the request for the approval of the budget support was not submitted in accordance with Article 19, point 3, of VKM no. 575 /2013 and is not accompanied by a draft contract and financial statements for the previous two years of the CA.

 [...]In the content of the feasibility study... there does not appear to be a clear argument regarding the analysis made for reaching the conclusion that the concession/PPP is a more favorable procedure than public procurement [...]

We note that the assumptions made in section 4.2.2 "Comparison with the public sector are not sufficiently substantiated with facts and concrete quantitative analysis, which do not allow us to judge correctly whether the proposal in question is really more profitable than the traditional method of public procurement "

Under these conditions, it is necessary for the Municipality of Tirana to clarify in detail where this proposal with budgetary implications differs from its counterparts of this type. At the same time, we request that for this proposal, the Municipality of Tirana necessarily receives the opinions of the Ministry of Environment, the Ministry of Urban Development and the Ministry of Transport and Infrastructure, which must be officially forwarded together with the reworked proposal.

So that you can understand it simply, what Arben Ahmetaj says to Erion Veliaj is: Why should this service be given with a concession, when it is more beneficial to do it with money from the state budget.

Today, after 8 years, Arben Ahmetaj's letter is clearer than ever. The incinerator of Tirana has received more than 130 million euros, and with this money this work should have been built and functional, and it was not necessary that this service was given with a concession to a ghost company for 30 years. 

But Erion Veliaj, as the de facto owner of the Tirana Incinerator, in March 2017 signed the approval of this concession, in violation of the Law "On Local Self-Government", without the approval of the Municipal Council and without the approval of the municipalities of the Tirana district.

After this moment, we must reiterate that the 130 million euros that were benefited from the Tirana incinerator have disappeared and there is no incinerator.

The prosecutor of this case, Dritan Premçi, has two paths. Either drop the investigations of the Head of SPAK Altin Dumani to amnesty Erion Veliaj, or implement the law by bringing the de facto owner of the Tirana incinerator Erion Veliaj to justice. There is NO other way. Every day that Veliaj stays in the office of the Mayor of Tirana is an opportunity for him to destroy evidence and deepen this unique financial crime in Europe.
