
From the "night school" in the time of Enver, to the "night prison" in the time of Bablok
"Ministers by day and prisoners by night", someone wrote ironically on social networks after the news about a new legislative initiative. An initiative that has as its core the recycling of the famous "night school" in the time of Enver into "night prison" in the time of Bablok.
Nasip Naço, in an interview for 'Top Channel', made public the legislative initiative that, according to him, aims to ease overcrowding in penal institutions. According to what was said, in general terms, it is intended that this freedom be given to those prisoners who have less than two years of sentence, or have been sentenced to a similar measure.
In principle, it does not seem bad, since there are many such penal policies in the world that are made for those prisoners convicted of minor crimes, or for those who have served most of their sentence, especially when they have good behavior. Nothing new in this aspect, and it would not constitute news at all, since these measures were implemented by Ahmet Zogu, but also by Enver Hoxha.
But the trick or the devil is hiding somewhere else. Which is somewhat similar to amnesty number 1, i.e. it includes a number of officials convicted by GJKKO for abuse of office or acts similar to corruption. Where in the definitive form, that is, on appeal, they were sentenced to less than 2 years in prison. And these make up the majority of the convicts.
In the criminal policy, even if some light measure is taken for those convicted by the Criminal Code and accused by the SPAK, especially after they have spent some time in custody, it does not constitute a taboo.
This, because the decision or measure was given by the institution of justice for an abuse of state duty. It has happened in other countries in the past and today. But the rush to approve this new amnesty before the elections on May 11, has an interest of both parties, as shown by amnesty number one approved together with the votes of the majority and Sali Berisha's deputies.
If one looks carefully at the record or statistics of officials convicted by the GJKKO, mainly for accusations of abuse of office or corruption, the final decisions are at the threshold of 2 years. From former ministers, former mayors or even other officials. And with the approval of this law, they are outside during the day and inside at night (also debatable). But for this law to be approved, 84 votes are needed. So far, even though it is early, Berisha has not disputed it. But in reality, Edi Rama has strongly provoked him, asking him to give his public opinion or remain silent.
