A not yet public government act has designated the Ministry of Tourism and Environment as the authority responsible for waste management.
Kapitali.al has learned that two weeks ago the institutions that manage the waste sector, including those that have under their administration the 3 incinerator concession contracts, were notified that the authority responsible for this field will be the ministry of Mirela Kumbaro.
Waste management has become a hot potato as everyone seeks to stay away from it. Until a year ago, the ministry responsible for waste management was the Ministry of Energy and Infrastructure. But through a sudden decision, the Council of Ministers removed this sector from the responsibility of the Ministry of Energy, leaving it an orphan.
The decision was a request by Belinda Balluk to wash his hands of the responsibility of the waste and especially that of the incinerators. But after living as an orphan for more than a year, now the responsibility of waste management and incinerator administration has fallen to Mirela Kumbaro.
Currently, the incinerators are looking for a decision on some delicate issues. First is the issue of Fier. The Albanian government has paid over 33 million euros for the construction of the incinerator in Fier. But the work does not work because it requires some additional equipment.
In the first months of the sequestration by the state, the state administrator assigned by the government for the Fier incinerator, Farudin Arapi, declared that another 3 million euros were needed for the work to be fully completed and to start work. But Belinda Balluku did not authorize the procurement and the Fieri incinerator still remains unfinished, now serving simply as a landfill.
Secondly, another delicate decision-making is the one related to Tirana. In the landfill of Sharra, the situation is emergency due to the exhaustion of capacities. The Seized Assets Administration Agency has officially issued the alarm that there is no more place to deposit waste, warning of collapse if the government does not approve construction permits for additional landfills. But until now the calls of the Agency have fallen on deaf ears and the situation remains urgent.
These decisions are now the responsibility of Mirela Kumbaro. This is a delicate test for the Minister of Tourism, since until now most of the officials who have had decision-making in the incinerator affair have ended up accused by SPAK or even arrested.
