On Thursday at 12:00, the Municipal Council is expected to review and approve the 2026 budget, but just a few hours earlier, at 18:00 on Wednesday, Edi Rama's delegate, Ogerta Manastirliu, summoned left-wing municipal councilors to the headquarters of the Socialist Party to discuss the capital's budget.
This action is considered by many as a direct political intervention in the competencies of local government, at a time when Manastirliu does not hold any leadership position in the Municipality of Tirana and has not been elected by the citizens as mayor.
Meanwhile, Mayor Erion Velaij has sent a letter to the Municipal Council to seek his opinion as mayor before the vote.
Veliaj says that the 2026 budget should reflect the priorities for which citizens voted.
In the letter, Mayor Veliaj emphasizes that according to the law, they must take his opinion, as approval without consulting the Elected Mayor constitutes a deviation from local government standards and an obstacle to the realization of his democratic mandate.
"The implementation of the 2025 budget is in an alarming state, with a very low level of implementation, in stark contrast to the historical implementation rates that the Municipality of Tirana has had during the normal exercise of my mandate. This is a clear indicator of the institutional paralysis that is being caused to the Municipality of Tirana.
Under these conditions, approving the 2026 budget without consulting the elected Mayor would constitute not only a deviation from local government standards, but also a continuation of the difficult situation that hinders the realization of my democratic mandate, directly violating the governing priorities approved by the citizens of Tirana," says Velaij.
Ogerta Manastirliu was announced as the Socialist Party's candidate for the Municipality of Tirana following the decision of the Municipal Council to propose the dismissal of Erion Veliaj. Although this proposal was approved by the Council of Ministers and steps were taken for early elections, the Constitutional Court overturned the process, reinstating Veliaj and annulling the elections.
Despite this decision, Manastirliu, currently a member of parliament for the Socialist Party, has continued to act as the "de facto" mayor of Tirana. In recent weeks, she has actively participated in budget meetings, led discussions with citizens, and presented herself as a political figure leading the process, being confirmed by the majority as a candidate at any time that elections may be held.

Kjo praktikë është legjitimuar politikisht edhe nga kryeministri Edi Rama, i cili e ka prezantuar Manastirliun si drejtuese politike të procesit.
Ekspertë të pushtetit vendor e kanë cilësuar këtë situatë si shkelje të hapur të Kushtetutës, ligjeve për vetëqeverisjen vendore dhe Kartës Europiane të Vetëqeverisjes Vendore.
Pavarësisht kritikave dhe pyetjeve publike, Ogerta Manastirliu nuk ka dhënë sqarime se mbi çfarë baze ligjore drejton këto takime dhe ndërhyn në procesin e buxhetimit të Bashkisë së Tiranës.
Ndërsa Këshilli Bashkiak pritet të votojë buxhetin 2026, përfshirja e drejtpërdrejtë e një kandidateje të pavotuar në këtë proces po shihet gjithnjë e më shumë si një precedent i rrezikshëm, një bashki e drejtuar politikisht nga jashtë, në kundërshtim me ligjin dhe vullnetin e qytetarëve të Tiranës.

Ju drejtohem në cilësinë time kushtetuese dhe ligjore si Kryetar i zgjedhur i Bashkisë së Tiranës, për t’ju kërkuar që, përpara shqyrtimit dhe miratimit, të konsultoni dhe të merrni paraprakisht mendimin dhe vullnetin tim institucional mbi projektbuxhetin e Bashkisë së Tiranës për vitin 2026.
Më datë 18 dhjetor, këshilli bashkiak pritet të shqyrtojë dhe miratojë projektbuxhetin e Bashkisë së Tiranës për vitin 2026. Ky moment përbën aktin më të rëndësishëm financiar dhe politik të vitit për një bashki, pasi buxheti është instrumenti kryesor për realizimin e mandatit politik të Kryetarit të Bashkisë, mandat i dhënë drejtpërdrejt nga qytetarët e Tiranës.
Dëshiroj të rikujtoj se, sipas ligjit nr. 139/12015 “Për vetëqeverisjen vendore”, të ndryshuar, ligjit nr. 68/2017 “Për financat e vetëqeverisjes vendore”, të ndryshuar, kuadrit ligjor për menaxhimin e sistemit buxhetor në Republikën e Shqipërisë, si edhe praktikës së konsoliduar të vetëqeverisjes vendore, propozimi i buxhetit është atribut ekskluziv i Kryetarit të Bashkisë. Çdo buxhet që miratohet pa konsultim real dhe substancial me Kryetarin e zgjedhur nuk mund të konsiderohet shprehje e vullnetit politik të qytetarëve, por vetëm një akt formal administrativ, i zhveshur nga legjitimiteti demokratik.
Situata aktuale është veçanërisht shqetësuese. Zbatimi i buxhetit të vitit 2025 ndodhet në një gjendje alarmante, me një nivel realizimi shumë të ulët, në kontrast të thellë me normat e realizimit historik që Bashkia e Tiranës ka pasur gjatë ushtrimit normal të mandatit tim. Ky është një tregues i qartë i paralizës institucionale që po i shkaktohet Bashkisë së Tiranës.
Under these conditions, approving the 2026 budget without consulting the elected Mayor would constitute not only a deviation from local government standards, but also a continuation of the difficult situation that impedes the realization of my democratic mandate, directly violating the governing priorities approved by the citizens of Tirana.
For these reasons, I formally request that, prior to the review and approval of the 2026 draft budget:
1. The Municipal Council should conduct institutional consultation with the Mayor of Tirana, so that the budget reflects the political and programmatic priorities for which the citizens voted for me;
2. To consider that any public hearing held without the participation or confirmation of the elected President cannot replace this consultation, as it does not carry democratic legitimacy;
3. To assess that the approval of the draft budget without being proposed and confirmed by me would, in essence, institutionalize the exclusion of the elected President from exercising his constitutional functions.
This request is directly related to respecting the will of the citizens and preventing a precedent, where the elected monocratic body is replaced de facto, in the most political act of the year, by temporarily appointed or delegated structures. A budget approved under these conditions, despite the fact that there is already a decision of the Constitutional Court for my continuation in office, would objectively reflect the fact that the elected Mayor is being hindered in the exercise of his mandate, with serious consequences not only for local government, but also for the local democratic order and the autonomy of self-government.
