The Chairman of the CEC, Ilirjan Celibashi, continues to behave and act as if he is still a minister and militant of the "Rilindja" government, taking orders directly from Bablok.
Celibashi is not reporting electoral crimes to the Prosecutor's Office and SPAK, ignoring the agreement he himself signed.
Electoral crime has been openly displayed in every form, maneuver and with administrative, financial and material means, being constantly reported by parties, coalitions and candidates for deputies. But the Central Election Commission does not react, giving the impression that everything is going well.
The inaction of the CEC Chairman, Ilirjan Celibashi, constitutes a flagrant disregard for the February 27 Protocol-Agreement with SPAK leader Altin Dumani and the Prosecutor General, Olsian Çela, for the immediate exchange of information on electoral crimes during the May 11 electoral campaign.
According to the information we have, complaints have been filed with the CEC by political parties, coalitions and candidates for flagrant violations of the Electoral Code and the Criminal Code on the eve of the elections, aiming to buy votes with promises and material benefits.
Most of the denunciations have been made against the structures of the ruling Socialist Party and against its municipalities and candidates for deputies, of whom over 60% are ministers, deputies and active directors who control employment, administrative orders and government assets.
Cases of distribution of flour bags, employment in central and local administration, distribution of legalization deeds, recognition and compensation of properties, issuance of construction permits, ownership certificates, and even the provision of food packages by the municipalities of Saranda, Vlora, Gjirokastra, Tepelena, Pogradec, Lushnja, Durrës, Elbasan, Mati, Bulqiza and Dibra have been reported.
For example, the mayor of Rrogozhina, Edison Memolla, is again promising to forgive water and electricity bills, even though just a month ago he was sentenced to 1 year in prison for the same scheme during the 2023 local elections.
In Mat Municipality, former mayor Agron Malaj, currently the chairman of the local SP and candidate for MP, has been denounced by the DP candidate for distributing free bags of flour in rural areas.
Also, in Elbasan, the mayor, Gledian Llatja, in collaboration with socialist candidates for deputies and the leaders of the Cadastre, Water Supply and the regional OSHEE, are promising legalizations, ownership certificates and forgiveness of water and electricity bills.
However, the chairman of the CEC, Ilirjan Celibashi, even though he has received these complaints, does not forward them to the Prosecutor's Office and SPAK, as he is obliged to do according to the agreement signed with Altin Dumani and Olsian Çela.
Even in the absence of an institutional agreement, the Electoral Code and the Criminal Procedure Code oblige Celibashi to criminally report any electoral crime and not to remain silent.
But Celibashi continues to behave like a political militant, causing candidates for MPs to file their own reports with SPAK, which, fortunately, SPAK is accepting./ Pamphlet
