EU Council skeptical about closing chapters, some countries ask for time...

The European Union has exposed Edi Rama and his Foreign Minister Ferit Hoxha. Both insist that there is no blockage in the integration negotiations, but today it was stated in black and white that the opening of the IBAR report has stalled.

To be more clear, after opening all chapters, Albania must move to the second phase, that of receiving the "Interim Standards Assessment Report" (IBAR). An interim report on the rule of law, which serves as a benchmark for the progress of a candidate country for EU membership in this area.

A positive IBAR is a confirmation of successful steps taken under negotiation chapters 23 (Justice and Fundamental Rights) and 24 (Justice, Freedom and Security) of the accession procedure and points the way for further reforms.

According to the revised accession methodology, no negotiation chapter can be closed until the IBAR is received. In June 2024, Montenegro became the first EU candidate country to receive the IBAR, after which it began closing negotiation chapters.

But Albania has not received it. Even though the European Commission has sent a positive report to the EU Council, the report has stalled there.

The Working Group on Enlargement, COELA, composed of ambassadors of member states, held its next meeting today, where the agenda was again " the exchange of views on the Interim Evaluation Report (IBAR) and the Interim Draft of the EU Common Position ", both proposed by the European Commission.

In a response to Report TV, the EU Council says that there will be several more rounds of discussions among member states.

" Some progress has been made, but discussions are still ongoing at this relatively preliminary stage. In any case, several more rounds of discussions are expected before an agreement is reached at COELA level on an interim draft of the EU Common Position ," the response to Report Tv states.

The Council explains that during the process “ member states ask questions or express concerns to the Commission, the Commission responds, the presidency takes notes and prepares another compromise text for the next round of discussions, and so on .”

There has been news circulating in the media that 9 EU countries have blocked the process. Germany, Luxembourg, the Netherlands, Sweden, Austria, Finland, Poland, Greece and Bulgaria are not yet convinced that it is time to give the green light to Albania.
