The Laws Committee was accompanied by debates during the review of several amendments to the law “On the Prevention of Money Laundering and Financing of Terrorism”. Clashes occurred between the chairman of the committee, Ulsi Manja, and MP Oerd Bylykbashi, at the moment of voting on the draft law as a whole.

Bylykbashi mentioned Albanian mafias, while quoting the anti-mafia prosecutor in Italy, he said that Albania is second in the ranking, after the 'Ndrangheta.

After this statement, Manja responded, saying that "the opposition has a ready tape" of this statement.

Oerd Bylykbashi: This 2008 money laundering law was approved when we were in the majority. The law produced its effects at that time, but today we tighten it periodically, it is not the first time we have intervened. We increasingly find the fact that the law is strengthened, in the network of the law there remain small elements or those that have no connection, especially with money laundering. What is happening today in Albania, in the eyes of everyone in Tirana, but on the entire coast of Albania is the clearest indicator of massive money laundering. Is this only what we say?!

Reports are coming out, another report will come out now, talking about this issue, about Albania. And it is one of the reasons why this kind of level is pushing the EU to slow down the accession process. Regardless of whether you agree, we know what is happening. So at this moment the brakes have been put on and one of the reasons is the gigantic laundering of money from organized crime, mainly from drug trafficking by drug cartels, which have their roots here, they are not offspring of organizations, they are competing organizations.

According to the Italian anti-mafia prosecutor, the Albanian mafia is second only to the 'Ndrangheta, which everyone knows is the richest, most powerful and most dangerous. What is happening here is a pure story, with a direct key to the prime minister's desk. It is the same way of the law not functioning badly. It is the same mechanism, total avoidance of a law that with its own problems has not malfunctioned the entire Public Procurement system. What we have seen in the Balluku case is exactly what is happening with this.

Ulsi Manja: Please close, Mr. Bylykbashi. You are in violation of the rules.

Oerd Bylykbashi: I'm done, Mr. Speaker. I'm done, because we're at the vote. No, I'm not violating the rules because there would have been a discussion.

Ulsi Manja: Who prevented you from speaking? I am in the voting as a whole, I did not prevent you from speaking.

Oerd Bylykbashi: We have nothing in principle against changes. We have cases where an entire legal framework is out of the question because the political will makes it so. This is also the case in this particular case.

Ulsi Manja: We were in the voting of the draft law as a whole, Mr. Bylykbashi knows that at this stage he does not allow interference. Mr. Mehmeti (addresses the deputy minister), there is no need to answer Bylykbashi because the opposition has this tape ready. We will wait for April for the negotiations, the opposition and the citizens will receive the answer. We do not share the same position with the opposition, of course we do not hold it. Is it possible for you to leave us all alone. They have this political rhetoric ready, they will have it at the meeting tomorrow, on Thursday as well.
