Prime Minister Edi Rama seems to have made up his mind about presenting the new government. As "Pamphlet" reported the day before, September 11 is the date when the SP Assembly will convene.
According to tradition, the presentation of the ministers of the new government and the speaker of the Assembly will also take place there. The current ministers are all anxious, as no one is sure whether they will be in office or not, while many MPs are waiting impatiently in the hope that their name is on the list of ministers. This is because Rama does not ask anyone, but announces the names there and there are many of those who learn that day that they are ministers.
Meanwhile, there is talk that the Assembly will be constituted the next day and the MPs are expected to be sworn in. But this is up to the president. The current Parliament ends its mandate on September 10 and the new legislature must start work within 10 days. So, the president has a deadline until September 20. The 12th is the most talked about date, while the 15th is also seen as an option.
However, there is no government vote expected in this first session of the Assembly. Historically, the vote on the new government has taken place in the second session, as the first session is when the MPs are sworn in and the Assembly bodies are elected.
" The first session of the legislature of the Assembly, until the election of the Speaker of the Assembly, is opened and chaired by the oldest deputy. In case of refusal or absence, the session is chaired by the deputy who is next oldest in age. Three deputies, among the deputies with the youngest age, are appointed by the chair of the session to temporarily perform the duty of the Secretariat of the Assembly until the election of the Bureau of the Assembly. The composition of the Secretariat reflects, as far as possible, the political composition of the Assembly as it emerges from the election results ," the regulation states.
Upon the opening of the first session of the legislature, the chair of the session shall notify the Assembly of the names of the elected persons and request verification of their mandates.
The Assembly, at its first meeting, elects a Temporary Committee for the Verification of the Mandates of the Members of the Assembly. The Committee consists of 9 deputies. Immediately after the verification of the mandates, the deputies are invited to take the oath. Immediately after the oath is taken by the deputies, the election of the President and the Bureau of the Assembly is proceeded with. The Bureau of the Assembly consists of the President of the Assembly, the Deputy Presidents, and the Secretaries of the Secretariats.
As for the new government, a marathon session is expected in the third week of September, probably around the 18th. In 2021, the session began at 10:00 on September 16th and ended on the morning of the 17th. Rama is expected to present the government program for all sectors and the ministers will have to answer questions from MPs. The government will then be voted on and, since the SP has the numbers, no surprises are expected.
