The Special Parliamentary Committee on Electoral Reform met today, where political parties presented their positions on possible changes to the electoral law. The first to speak was the co-chair of the committee, Damian Gjiknuri, who stressed that the Socialist Party is open to hearing proposals from all parties.
Gjiknuri underlined the importance of depoliticizing the electoral administration and emphasized that from the practice of 2020 there may be interventions that normalize the process, including sanctions included in the Criminal Code for electoral crimes. “ We have very strict measures regarding electoral crimes, but we are open to any idea that addresses the concerns raised regarding the elections. Our goal is to have concrete results within the mandate given to us by the Assembly, within June-July 2026, ” said Gjiknuri.
On the other hand, Democratic Party MP Oerd Bylykbashi harshly criticized the public administration, describing it as “the vote base for the ruling party” and as a patronage network that has invaded the elections. He relied on OSCE/ODIHR reports, according to which the state has become the main actor in the electoral process. “ The use of public administration goes beyond material means; it turns into a full-fledged patronage network. This should be the main priority of our debate ,” said Bylykbashi.
He recalled that the Agreement of June 5, 2020 brought a total amendment to the Electoral Code and that any current discussion must be complete, including all aspects and not just the OSCE/ODIHR recommendations. “Discussions must be 360 degrees; topics cannot be treated in isolation. Our approach must be comprehensive,” he added.
The Commission will continue its meetings with the aim of drafting proposals for legal changes aimed at a more transparent and impartial electoral process.
