During the conference held today with journalists, Commissioner Ilirian Celibashi focused on the changes to the Electoral Code.

He said that it is in the hands of the political parties, adding that the CEC has drawn up a list of points that they think need changes.

The head of the CEC added that these changes should be made 1 year, or in the worst case, 6 months before the next elections.

"If changes are to be made in the electoral law, they should be dated 1 or, in the most extreme case, 6 months before the elections. I don't know what impact it will have on the Technical standard if this code is used. Political and institutional factors have accepted the need for changes in the electoral code, at least in some aspects. It would be good for the political parties to commit to making changes as soon as possible. We have made public the list of issues that we think we should address within the election, it remains for the assembly to assess whether or not to address those issues, which for us are considered problematic or necessary to be reconsidered", said Celibashi .

As for the immigrant vote, and whether it could be applied under the current code, he said it couldn't happen.

"I stand by the same reasoning. If the Assembly does not fill the legal gap according to the Constitution, voting from outside cannot take place. It is not the responsibility of the CEC, with this legal regulatory framework and the Constitution, to issue by-laws that can enable voting from abroad" , he clarified.
