By the end of 2027, Albania must meet all the conditions for membership in the European Union. This was stated by Chief Negotiator Majlinda Dhuka, during a press conference, alongside Ministers Adea Pirdeni and Toni Gogu.

Dhuka said that there are 12 important legal initiatives that the Assembly is considering.

"In 2025, Albania opened negotiations for all areas, for 33 chapters. On November 17, we opened negotiations for the last 5 chapters, 2026 is an important year and a milestone on the country's path towards EU membership, with the aspiration that in 2027 we have achieved the preparations or conditions for closing the negotiations.

This is a complex task, but also very positive in terms of the European transformation of the country, from the state to the economy, services for citizens, and the removal of barriers between Albania and the EU.

Between the opening and closing of negotiations, Albania must pass a test of ability both in terms of the will for European reforms, as well as the technical and implementation capacity of European standards in services and the lives of citizens. Albania must prepare with a number of reforms and improvements.

We will present 12 legal initiatives that the parliament is considering related to strengthening the rule of law, the rule of law, the fight against crime, better implementation of justice reform and protection from discrimination, and family support, proving that the country has the social and political will to protect its citizens and to offer them better services of European standards.

This package of 12 important legal initiatives contains 6 draft laws that have been proposed to the assembly by the Council of Ministers and 6 draft laws that have been initiated by the Assembly of Albania.

"This package guarantees progress in relation to European standards and best practice in 3 groups of important issues, the fight against organized crime, equality and social justice, family protection and thirdly in measures to prevent corruption," said Dhuka.

She further stated that Albania will decriminalize defamation of journalists and review the lobbying law. Two registers will also be created, one for lobbying and the other for donations and sponsorships, which will serve to increase transparency.

"Albania will fully decriminalize the criminal offense of defamation against journalists while at the same time guaranteeing them new protection from intimidation due to their duties."

A number of EU countries still criminalize defamation, including slander, because there are major challenges related to disinformation due to the digital world we live in. But Albania believes that making this change is an important investment in democracy and freedom of expression and in strengthening the important role that journalists have in this regard.

"Another important innovation is that after many years, Albania will finally have a law regulating lobbying activity to carefully regulate interventions in public decision-making," said Dhuka.
