The builder Rrok Gjoka has been so greedy on this road with the blessing of Bablok, that not only many segments and tunnels were flooded, but also the Vasha Bridge with a height of 152 meters above the abyss, because the water drainage holes in the foundation were not even made.
According to the concession contract, Rruga e Arbri was supposed to be completed in May 2021 and then on November 29, 2021, but not even 60% of the work was completed, despite the fact that Babloku went and inaugurated it with the government, the local administration and with dibrane songs and dances.
A month after the ribbon was cut, the completion date for Arbri Street was set for April 2022, but... nothing. Then it was postponed to October 2022; for September 2023, for April 2024, while according to the new state budget, the road will be completed and inaugurated within the month of April 2025, or a few days before the elections.
We do not know if the head of SPAK in Dibra, Altin Dumani, experienced the torture and danger of going to his homeland in bad weather, traveling on Arbri Street.
But we believe that he has read the media reports and the KLSH report, about the economic and technical crime that has been and continues to be done on this road, where due to the thefts of Rrok Gjoka, the completion of the works is being delayed, while physically it is not being built. according to the project.
Lord Dumani, we remind you that in the contract approved by the government, the total fund for the construction of Arbri Street was 263 billion old lek and with a delivery deadline of May 31, 2021.
Whereas in the report that the Road Authority, the Ministry of Infrastructure and the Ministry of Finance presented for the 2024 budget, the value for the completion of the Arbri Road will be 400 billion and 30 million old lek; 26 billion of which, the third addition for the Morrizi tunnel.
According to the calculation, it turns out that 164 billion old lek, or nearly 140 million Euros, were added to the Arbri Road, which were stolen by adding fictitious costs and by allegedly fabricating landslides, unforeseen works and intentional tunnel collapses by the builder Rrok Gjoka .
The completion of the road, according to the deadline, was in the month of May 2021, while according to the new deadline set for the month of April 2025, the road will be delivered with a delay of 4 years and the project of technical security and physical dimensions, has been implemented only 70% due to the theft of funds.
SPAK has an obligation to investigate this organized scheme of corruption on this road, starting with the Director of the Road Authority, Evis Berberi and the builder Rrok Gjoka, while they had the urge to knock on Balluku and Babloku as well./ Pamphlet
