In the decision file of judge Irena Gjoka, it is revealed that the communication between the Ministry of Environment "Integrated Technology Services" sh.pk of Klodian Zoto started long ago before the unsolicited proposal was made.
"Letter of interest" that the company of Klodian Zoto and Mirel Mërtir has sent on June 23, 2016 to the Ministry of Environment and the proposal was drafted by Vladimir Bezhani, who appears to have worked for the company of Klodian Zoto at the same time as the external advisor of The Minister of the Environment, at that time Lefter Koka, has even shown in his testimony that it was Blako who had found him a job at the Klodian Zoto company.
Although this document is not found in the Ministry of Environment or in the Ministry of Infrastructure and Energy, it was discovered on Klodian Zoto's computer and it turns out that it was originally drafted by the External Advisor to the Minister of Environment, Lefter Koka Vladimir Bezhani.
On June 15, 2016, Vladimir Bezhani sent this letter by email to Klodian Zoto, to his email address.
Then, on 20.06.2016, this letter was processed by the employee of Zoto's company and was sent for approval to Mirel Mërtir and Klodian Zoto at the respective addresses.
June 21, 2016 - A day later this letter was sent by the employee of the company "Integrated Technology Services" sh.pk, citizen Sevi Zani, to the electronic addresses of representatives of foreign companies, "Paul Eurth Italia SPA", "Energy Recuperator SPA ", "De Mare Srl", "Arcadis".
June 23, 2016, three days later the company "Energy Recuperator SPA", "Paul Eurth Italia SPA" "Integrated Technology Services" sh.pk, have sent the letter to the Ministry of Environment, subject "Letter of interest", while there was still no feasibility study completed.
June 28, 2016, 5 days ago in the reply that the Ministry of Environment sends to the companies "Energy Recuperator SPA", "Paul Wurth Italia SPA" "Integrated Technology Services" sh.pk, and for the information of the Municipality of Tirana writes that the proposal is considered acceptable and represents public interest, as well as requested additional documentation.
This return-response letter was conceived by Lediana Karalliu, responsible for the environment in the Ministry of Environment, approved by Athanas Karaja, confirmed by the former official of the Ministry of Environment Pëllumb Abeshi and signed by the minister of that time Lefter Koka.
The file reveals that the letter had the same model from the other two concessions, that of Elbasan and Fier.
"When asked about this fact, the citizen Ledjana Bojaxhi (Karalliu), responsible for the environment in the Ministry of Environment, who after being familiar with the above letter, stated that the signature next to her name is hers, but not she remembers if the letter was conceived by her. She declares that this letter model may have been ready for the other two concessions, that of Elbasan and Fier, and she took the model ready, and simply reformulated it, or the letter may have been conceived by an employee of the Ministry of Environment and she just went to sign it, and after seeing it she thought it was okay
On August 24, 2016, the Ministry of Environment requests the appointment of the members of the commission for granting the concession, there has not yet been a project carried out by "Energy Recuperator SPA", "Paul Wurth Italia SPA" "Integrated Technology Services" sh.pk
On August 31, 2016, the Dutch company "Integrated Energy BV", formed by the merger of the three companies above, sends a letter to the Ministry of the Environment and the municipality of Tirana where it only lists the required documents but without the accompanying documentation of this letter, which at the end there is a seal but the signature of the representative of the company is missing.
With the return-response letter, no. 3535/1 prot, dated 06.06.2023, of the Ministry of Environment, a copy with the original of all the documentation found in the archive of this institution, regarding the concession procedure with the object: "Construction of landfill, incinerator and site rehabilitation Tirana exciting deposits and electricity production".
From the examination of the documentation administered by the Ministry of the Environment and the Ministry of Infrastructure and Energy, it appears that none of the documents are found, which are cited and listed by the proposing company "Integrated Energy BV" with the letter dated 31.08.2016, which is protocoled with no. 4101/2 prot., dated 01.09.2016, in the Ministry of Environment. /albania.com
