
The Vice President of the Democratic Party, Kreshnik Çollaku, said that the draft law presented to the Assembly to amend the law on Investigative Commissions in the assessment of the Democratic Party is an attempt by the majority to limit the space that the Constitution guarantees to the opposition in the field of parliamentary control.
In a statement to the media, Çollaku stated that the definition that the proposed draft law gives to the concept of "special issue", a concept defined by Article 77 of the Constitution, was drafted in order to limit the possibility of setting up investigative commissions.
"The criteria provided for the existence of the special case are not only detailed beyond the legal need and parliamentary tradition, but also create ambiguity in relation to the body of the parliament that has the task of preliminary assessment of the fulfillment or non-fulfillment of these criteria.
The final assessment regarding the fulfillment or not of the criteria according to the draft law will depend on the will of the parliamentary majority, which contradicts the legal provisions of the constitution and the controlling role that the constitution has recognized for a parliamentary minority", said Çollaku.
