The only prime minister of the region who did not appear in Brussels, is justified by "important commitments", while the European Commission prepares the most serious report towards a candidate country; Albania.
Yesterday at 2:00 PM, the European Union summit with the Western Balkan countries began in Brussels.
All regional leaders were in the hall, except for one: Edi Rama. In his place, the Albanian representative announced that the prime minister was “engaged in urgent work.” On the same day, Enlargement Commissioner Marta Kos announced the EU’s new strategy for monitoring candidate countries, a clear warning that is directly related to the situation in Albania and the secret report that Berlin has submitted to the Rama government.
Yesterday at 2:00 PM, when all the leaders of the Western Balkans sat down at a common table with representatives of the European Union in Brussels, Albania's chair remained empty.
The only country missing from the highest-level summit was Albania, and the only leader who did not show up was Edi Rama.
In his place, Ferit Hoxha, the Albanian ambassador to the EU, was forced to represent the Albanian state, with an excuse that is officially called "important commitment of the prime minister", but diplomatically translates as a serious breakdown in relations with Brussels.
Sources from the Albanian representation in the EU claim that Rama's absence was not spontaneous.
It coincides with the publication of the European Commission's new strategy for enlargement, which the Commissioner for Enlargement, Marta Kos, accompanied with a statement that shocked the room:
"I don't want to go down in EU history as the commissioner who brought the Trojan horse to Europe. We are considering measures such as transitional periods and permanent monitoring for candidate countries."
No country was mentioned by name, but between the lines, the message was clear: Albania is now under surveillance.
And Rama's absence from this meeting was a sign of political fear, not diplomatic engagement.
In Brussels, the European Commission has submitted to the member states a special report on Albania, which, according to the sources of the "Pamphlet", qualifies the country as a model of uncontrolled, clientelist and corrupt power.
The report is not public and will not be made public, but has been distributed to the capitals of the main EU member states, including Berlin, which has taken over the financing of Albania's monitoring in the new enlargement period.
Essentially, this report is an act of no confidence in the Rama government, detailing the government’s shady connections with Russian and Chinese financial circles, including the Vlora airport scandal, where the Russian origin of capital through Behgjet Pacolli’s intermediaries was revealed.
Following this scandal, the European Union has made it clear to Tirana that any strategic project with questionable financing will be closely monitored.
While Aleksandar Vučić, Hristijan Mickoski, Milojko Spajić, Volodymyr Zelensky and Maia Sandu were in Brussels to discuss the future of the region, Rama chose to be absent.
Even leaders who have difficult relations with the EU, such as Vučić and Mickoski, were present, while Albania, which declares its “Euro-Atlantic loyalty” every day, excluded itself.
According to diplomatic sources, the version spreading in Rama's court is that his absence is related to his unwillingness to participate in a forum that could issue a statement against Viktor Orban, his close friend.
But this explains little and hides much: in fact, Rama has become Brussels' new concern, after Budapest.
The EU's new enlargement strategy foresees that each candidate country will be placed in a "probation period" for several years, where it will be continuously monitored for:
- freedom of the media,
- the rule of law,
- the independence of institutions,
- and connections with foreign interests.
In case of repeated violations, countries will lose their right to EU funds or may be suspended from the accession process.
This model, proposed by Berlin, is the same as the mechanism being applied to Hungary and Poland, and Albania is the first candidate expected to try it.
In this context, Edi Rama's non-participation in the Summit is not simply an absence.
It is a sign of political isolation, an act that heralds the beginning of a new era for Albania-EU relations: cold, guarded and unclear./ Pamphlet

Rama nuk e genjen dot me BE, si demagog eshte i mire njesoj si mesuesi i tij Nano qe fliste kunder nepotizmit dhe ne realitet e mbushi administraten me nepotizem, meritokracia u hodh ne koshin e plehrave ose perdorej si slogan sa here qe ishin zgjedhjet per te genjyer injorantet. Sistemi i ri drejtesise po provon cdo dite qe eshte i deshtuar, cfare po ben kryeministri apo me nje minister drejtesie qe ska bere ndonje gjyq ne jeten e tij kerkon te rregulloje sistemin. Je i deshtuar Rama por nga krahu tjeter eshte nje bande qe ska as ide as deshire per te rregulluar gje ne ate vend dhe arrijme tek shprehja e Nanos: Qe PS nuk eshte perfekte por jemi me te miret.
