The official Democratic Party yesterday made public the electoral program for the 2025 parliamentary elections.
The secretary of this political force, Rezart Kthupi, presented details of the DP program for the upcoming elections this afternoon. Kthupi started from corruption as the biggest problem in Albanian society that needs a concrete solution.
"It started with anti-corruption. The biggest tax we pay today is corruption. The main concern is corruption. If we are going to eliminate the corruption tax, we have made the best possible move. Then we come to other things.
Corruption has two phases: prevention and punishment. We have SPAK that punishes. We will provide support without SPAK limits. In human and financial resources. But it is also the preventive side. Today, the problem lies with the state administration. We will give power to the SSC, we will return it to the court, to the audit court. I will issue binding orders. They will be enforceable decisions.
Second, the public administration will be reformed. If we have corrupt leaders, you can't expect the rest to be different. So vetting of politicians is needed. From the deputies, the mayors come back and retake a vetting test", said Kthupi for Report Tv.
As for the Commission proposed by the Socialist Party for the fight against corruption, Kthupi sees it as an anti-SPAK commission.
"He is the anti-SPAK commission. We had a clear position. This majority is not the best entity to fight corruption. It has done the opposite of the fight against corruption. The concern of this majority is SPAK. The biggest example is amnesty. Mr. Xhafa's speech was all about the justice system. What we should be afraid of is that those who have problems with SPAK will join together for an anti-corruption commission. The SP's haste to approve a unilateral resolution shows that it is the goal prevents SPAK from reaching the top of the pyramid," he said.
Another problem is depopulation, according to Kthup, which PD and Basha want to solve, among other things, by encouraging young couples to give birth to children, giving a bonus for the third child.
"The second problem is depopulation. It is hitting a work force that is professionalized. It is the first thing that must be stopped. The first thing is to increase the number of births. One of Basha's proposals is the bonus for the third child. We need couples the young woman give birth to children. We must increase, as this is the only way we can build a better future" , said Kthupi.
For tourism, Kthupi emphasizes that facilities must be supported for tourism to be more fruitful, starting with food security, history, archeology and other assets.
"There is no good tourism without good agriculture. Today we have a tourism thanks to the tourist operators, not that the state has done anything. It has given permits for constructions and made international advertisements. We give some facilities to the tourist operators. We incentivize the farmers. we increase the sector into a single one", he emphasized.
DP proposed, among other things, the establishment of the gendarmerie, to facilitate the work of the state police and to give autonomy to the local government.
"We have raised the need to establish the gendarmerie. What we must give to the local government is the right to exercise public order. It must be administered by the municipalities and the state police will be freed. And the gendarmerie will be created, which is not related to transport, but to ascertaining the exercise of crimes. A specialized body for the investigation of crimes should be created. The program is integrated," said the DP secretary.
Regarding the seal trial in Apel on June 11, Kthupi believes that it will be decided in favor of the force he belongs to.
We can't wait for the 11th to go to court. We are very confident that Appellant has only 1 chance to leave the seal where it is. Our expectations are certain that it is a trial that we will win not lose. We will accept any decision that the court will give regardless of how it will be. The decisions of the courts are not discussed but implemented.'
Another problem identified in the PD program is property. Kthupi says that the mechanism that will be used to solve this problem once and for all is the physical return to the owners.
'There are elements to improve. For example, we want to resolve the property issue definitively. There is an 8 billion euro bill. The mechanism is physical return wherever the property is. There is an ambiguity about the cadastral maps, the decisions of the PAK need to be digitized. There will also be a return mechanism with compensation, with a bond. It will be a 5- or 10-year bond.'
In the following, there will be a national tour where the DP program for the elections will be even more consolidated.
'The process of internal organization is closed. We need to bring people closer to be in DP. Today is an electoral issue, the program will be distributed in all branches. There will be a general national tour to get opinions. The program will be consolidated', said Kthupi.
