Former Minister of Finance Arben Malaj has commented on the Supreme Court's decision to review the use of prison sentences.

He stated that this decision is fair and will reduce costs for the state. Malaj emphasized that keeping people in custody without evidence or a final decision creates triple costs, for the person who is arrested, for their family and for the state budget.

He added that new detention practices should become part of our culture, citing the phrase 'it's better to open a school and close a prison'.

"Jurisprudence must have at its core a human feeling. This will have value if it is treated equally for all Albanian citizens. Despite the pressure it received from the great political debates, I still stand by the idea that even for them, Meta, Veliaj, and Berisha, innocence could be presumed and they could be imprisoned.

When we keep a person in prison for electricity, water, or a violation, we create a triple cost, first the person who is arrested, second the families who have to be kept in prison, and third the problem of the state budget. I support it, it is something that we should make part of our culture. It is better to open a school and close a prison," Malaj told "Report TV".

According to him, everywhere in the world, politicians are not arrested and imprisoned immediately, but everything comes after a long process.

The former minister also stated that it is not the aggressiveness of prison sentences that will combat corruption or state capture, but the establishment of a functional system of the rule of law.

"What happens in the changes to the penal code and the reduction in the number of arrests is positive for our country, or negative? Regardless of whether they are politicians. No one in the world takes the time to immediately imprison them and then make them guilty. Netanyahu has so much time, Andreoti had so much time. We need to be aware, it is not the aggressiveness of prison sentences that will fight corruption or state capture. It is the establishment of a system of functioning of the rule of law, which minimizes those phenomena that we are so concerned about ," Malaj concluded.
