The European Union Ambassador to Tirana, Silvio Gonzato, stated that Electoral Reform constitutes one of the key preconditions for Albania's integration into the European Union.
While participating in the joint roundtable of the Electoral Reform Commission, he emphasized the need for constructive dialogue between political parties, describing the current moment as critical for the country.
Gonzatos emphasized that the legal framework for political party financing must ensure fair competition and guarantee equality for all actors, including smaller entities.
"We expressed our willingness and commitment to support your important work in many possible ways. In the current context, the spirit of dialogue on such topics is essential. I welcome the understanding between the two co-chairs that reform must meet citizens' expectations and international standards."
Improving the rule of law and unwavering commitment to European standards is key for Albania, compliance with the interim milestones and therefore we have this time or deadline and pressure for the commission. Electoral reform is a democratic necessity, trust in elections is trust in democracy. This trust can exist when funding sources are scarce or oversight is weak. Funding is a prerequisite for the EU accession process. Electoral reform remains a crucial priority within the EU framework and is closely linked to the fundamentals.
The reform must guarantee political pluralism and ensure a level playing field for all actors. The legal framework must ensure this fair competition and protect small actors. The OSCE ODIHR report spoke of the ruling party benefiting from administrative resources. This is a key point to address. It should also be seen as an important intersection with other reforms, such as that of public administration, " the ambassador emphasized.
