The vote counting process in the Kashar administrative unit has been temporarily interrupted, following a serious incident that occurred within the premises of the Counting Center in CEAZ no. 30. Official sources confirm that one of the observers of the Socialist Party candidate, Ornaldo Rakipi, punched the CEAZ secretary, Remzi Memedi, in the presence of other commissioners and observers.

The incident caused chaos and tension, leading to the immediate suspension of the process. As a result, the Central Election Commission has intervened with a special decision, revoking the accreditation of all observers of CEAZ no. 30, Tirana district. The decision bears the signature of State Commissioner Ilirjan Celibashi and was made public at 14:30 on 15 May 2025.

The official document states that “CEAZ No. 30 will assign only 1 observer for each counting table for each electoral subject, and in the case of coalitions up to 3 observers”, significantly limiting the presence of monitors at the center. The decision comes into force immediately and is appealable within 3 days to the Complaints and Sanctions Commission.

This serious incident casts a dark shadow over the integrity of the counting process in Tirana, especially at a time when diaspora votes could directly affect the final outcome of several contested mandates in the capital. Ironically, Ornaldo Rakipi himself is in the running to secure one of the mandates in Tirana, with 6,859 preferential votes, as he is threatened by Xhemal Qefalia.
