"The government must be held accountable," the Netherlands toughens its tone towards the government
The Netherlands continues to give strong signals to the Albanian government that the path towards the European Union does not pass through political declarations or the formal approval of laws, but only through the building of strong institutions, independent justice and the real fight against corruption at high levels.
Following the approval of the IBAR report, the Dutch ambassador to Albania, Reinout Vos, articulated another harsh message towards the way power functions in the country, emphasizing that the European Union requires real democratic standards and not just reforms on paper.
At a roundtable of the Parliamentary Committee on Institutional Oversight, Vos stated that the foundation of the EU is trust in institutions and their ability to function without political influence.
“ The European Union is built on trust; trust in institutions that function independently; trust that government is accountable, trust that laws are implemented fairly; trust that citizens have a meaningful voice in public life. That is why the first chapter group, Fundamentals, is so important and is at the heart of the negotiation process. That is why the role of Parliament is absolutely central; the first criterion for membership is to have a good parliament. Parliamentary oversight is not an obstacle to effective governance. On the contrary, it improves governance ,” declared the Dutch ambassador.
The Hague diplomat also ironized the technical way in which the integration process is often presented, implying that Albania cannot convince the EU by producing laws alone.
“ The process of joining the European Union is not just about passing legislation. It is not simply a technical exercise in translating directives into Albanian law. If that were the case, the process could probably be completed by a very intelligent artificial intelligence system and a few tired lawyers drinking too much coffee late at night.
"The real challenge is institutional culture. The European Union, after all, is built on trust: trust that institutions function independently, trust that power is held accountable, trust that laws are applied fairly and trust that citizens have a meaningful voice in public life ," Vos said.
The Netherlands' message follows a joint stance with Germany, where the two main European Union countries warned the Albanian government that there will be no progress in negotiations without concrete results in the fight against corruption and without full respect for the independence of the judiciary.
In the joint statement, Berlin and The Hague emphasized that investigations against senior officials and the independent functioning of justice institutions remain non-negotiable conditions for Albania.
" Respect for the independence of the judiciary and the unhindered fight against corruption, even in high-level cases, are non-negotiable conditions for Albania's progress in the EU accession process. This includes the fact that decisions regarding the lifting of immunity must be in line with the recommendations of the Venice Commission."
"The European Union member states have clearly defined their expectations towards Albania in the Joint Declaration, considering them key conditions for the conclusion of membership negotiations ," the joint response of Germany and the Netherlands said.
The repeated positions of the Netherlands and Germany are interpreted as a clear warning to the Albanian government that the integration process will not move forward if reforms remain only formal and if justice institutions face political pressure. / Pamphlet
