After the scandal that offended Albanians in North Macedonia, opposition members of the Foreign Affairs Committee have demanded that Foreign Minister Ferit Hoxha be held accountable. Specifically, according to them, for two serious diplomatic incidents.

The Democratic MPs in the request mention a communication with diplomats of the Republic of Albania, where Minister Hoxha instructed that Ms. Donika Gervalla (Minister of Justice and former Minister of Foreign Affairs of Kosovo) be prevented from any communication and visits with other ministers of the Republic of Albania.

The second case is that of the insult that the Foreign Minister made to the Albanians of North Macedonia.

Dear Mr. Chairman,

We, a group of MPs, members of the Committee on Europe and Foreign Affairs, request the urgent appearance of the Minister of Europe and Foreign Affairs, Mr. Ferit Hoxha, before this Committee, based on the constitutional and legal obligation of the Assembly to control the activities of the executive branch.

Based on information published in the media, Minister Hoxha has repeatedly caused two serious diplomatic incidents that require the immediate response of this commission.

First incident:

In a communication with diplomats of the Republic of Albania, Minister Hoxha instructed that Ms. Donika Gërvalla (Minister of Justice, and former Minister of Foreign Affairs of Kosovo) be prevented from any communication and visits with other ministers of the Republic of Albania.

Such a stance constitutes an unprecedented act, a direct violation of the spirit of inter-Albanian cooperation, and damage to Albania-Kosovo interstate relations, which only serves the opponents of our national interests in the region and in the international arena.

No one has publicly denied this fact. The minister's silence in the face of these reports makes him responsible for the diplomatic consequences, even worse when the minister transmits these positions directly to our diplomatic corps, which is placed under political pressure to act in violation of the diplomat's oath.

Second incident:

About three days ago, in a communication group with Albanian ambassadors, Minister Hoxha used the expression "idiots" as an insulting description for Albanians in North Macedonia.

Such language, used by the head of Albanian diplomacy towards our compatriots in North Macedonia, is deeply offensive, contrary to every standard of diplomatic communication, and demonstrates a marked inability to represent the interests of protecting the rights of Albanians there, as well as damaging the trust that Albanian diplomatic corps should have in their leader.

The Minister of Foreign Affairs, in any European country (an environment that Mr. Hoxha has known very well for years) would have immediately resigned from office after two consecutive diplomatic incidents of this level. Not because he would lack political support, but because the damage caused to interstate relations and national interest would make it impossible for him to continue in office.

Despite expectations that Minister Hoxha would bring a different standard of communication and a different professional culture, instead of building bridges, he has caused diplomatic fractures both with Kosovo institutions and with Minister Gërvalla herself, as well as with the Albanians of North Macedonia and their political representatives.

The poisoning of relations, especially in the form of instructions and positions expressed to the Albanian diplomatic corps, cannot be tolerated. It is in open contradiction to the Albanian state and national interest.

In support of these aforementioned facts, we request from the Parliamentary Committee for Europe and Foreign Policy:

The immediate summoning of Minister Ferit Hoxha before the committee, to account for these two incidents.
The demand for a public apology from the minister:

Addressed to the Albanians of North Macedonia for the insulting description of "idiots".
Addressed to Minister Donika Gërvalla and the institutions of Kosovo for the insulting and restrictive stance.
Request for the resignation of Minister Hoxha, given that the diplomatic damage caused makes it impossible to continue his function with credibility.

Reporting the conclusions of this procedure to the Assembly, including an assessment of whether the Minister's actions constitute a breach of duty.
There is no higher national interest than maintaining strategic relations with Kosovo and protecting the rights and dignity of Albanians in North Macedonia. Minister Hoxha, with his words and instructions, has worked against these interests. He cannot continue in this position.
