There is no longer any doubt that Ferit Hoxha, the Foreign Minister, was appointed to this position to complete what he started in 2009: the maritime agreement with Greece.
Ferit Hoxha is one of the architects of the maritime border agreement with Greece, signed during the time of Sali Berisha.
That agreement was overturned by the Constitutional Court with a 9-0 vote and the initiator group was placed under investigation by the prosecution, but Adriatik Llalla at that time gave Berisha a pass, ceasing the investigations, even though Greece had been granted Albanian territory. Ferit Hoxha at that time was Secretary General of the Ministry of Foreign Affairs and the main negotiator, therefore the main person responsible after Lulzim Basha, who signed the agreement.
Since he was appointed minister, there were suspicions that he would be used this time by the socialist government for the same thing, to close the 2009-2010 agreement that was overturned by the Court. And today he has openly admitted it.
Ferit Hoxha has given an interview to the Greek newspaper "Kathimerini", confirming that he is committed to closing this issue. He said that the plan is for the two countries to go to The Hague within the year. All his predecessors did not take this step, but it seems that Ferit Hoxha is more devoted. Of course, this is also related to the positive relations he has with the Greeks, but also to the former "experience".

-You recently met with your Greek counterpart to discuss further strengthening bilateral relations. What new or additional projects are you discussing?
Both Albania and Greece share a common vision for the Western Balkans: a stable, cooperative region that is steadily moving closer to the European Union. Alongside broader regional discussions, special attention has been paid to the bilateral relationship, which remains strong and continues to support Albania's path to EU membership.
-So, besides your country's path towards EU membership, what other issues did you focus on?
A key unresolved issue is the delimitation of maritime zones and the continental shelf, which has remained unresolved for almost two decades. Attempts have been made through bilateral negotiations on more than one occasion, but it has become clear that reaching an agreement is not easy. This is not unusual and the natural path is to turn to international law. As the Prime Minister (Edi Rama) stated, both sides have agreed to take this matter to the court and allow it to give a final decision.
-What stage are things currently at?
I think none of us have really applied there. I think we will do it together because this is a joint initiative. I think that very soon, within this year, we will have a joint approach or a separate approach, and it remains to be discussed with my counterpart. But we are open to everything, and we leave the court the time it has to decide and give a decision. / Pamphlet
