The 20-page document describes an alleged scheme of political control, electoral manipulation and protection of economic interests linked to the Berisha family.
Evi Kokalari, an Albanian-American activist and member of the Democratic Party Re-establishment Committee, has published on social media, part of the lawsuit filed with SPAK, regarding what she considers to be a scheme to capture the largest opposition party by Berisha and his family. Kokalari writes that a 20-page lawsuit has been filed with SPAK, which raises detailed claims about the existence of an organized system of control over the Democratic Party, which is directly related to the political, economic and legal interests of people close to the Berisha family.
The document, accompanied by evidentiary materials, electronic communications, voting lists, photographs and excerpts from international arbitration documents, aims to argue that the internal processes of the Democratic Party since the Assembly of April 30, 2022 have been systematically manipulated to guarantee absolute control of opposition structures.
According to the complaint, this control did not only have a political purpose, but also served as a protective mechanism for large economic interests and for past issues related to the hydrocarbon sector and controversial oil contracts.
How the scheme started, according to the report
Kokalari, in her capacity as a whistleblower, claims that the key point of the "capture" of the Democratic Party was the National Assembly of April 30, 2022, after the return of Sali Berisha to the leadership of the political force. According to her, immediately after this process, control began over: the National Council; the Party Presidency; the DP Youth Forum; the Women's Forum; local structures, as well as the primaries process.
The document states that the manipulation of these processes was essential to building a centralized system of political control. It claims that everything was organized in a coordinated manner by people close to Sali Berisha and his son, Shkelzen Berisha.
Allegations of vote manipulation
One of the most detailed parts of the report relates to the election of the National Council of the Democratic Party. The document includes: numerical tables; lists of candidates; communications on phone applications; voting instructions, as well as photographs of coordination schemes.
According to the complaint, a system called "bingo" was used, where each number corresponded to the name of a candidate to be voted for.
In her complaint, Kokalari claims that pre-prepared lists were distributed to delegates; voting was centrally controlled, and the winning candidates were determined in advance.

Roli i Forumit Rinor dhe Forumit të Gruas
Në kallëzim thuhet se dy strukturat më të rëndësishme për kontrollin e votës në parti ishin Forumi Rinor i Partisë Demokratike, si dhe Forumi i Gruas.
Kokalari pretendon se këto dy organizata kishin peshë të madhe në përbërjen e Këshillit Kombëtar dhe për pasojë kontrolli mbi drejtuesit e tyre garantonte kontrollin e shumicës së delegatëve. Në dokument përmenden emra funksionarësh të këtyre strukturave, për të cilët pretendohet se kanë koordinuar votat dhe kanë ndikuar në rezultatin final të zgjedhjeve të brendshme. Sipas kallëzimit, pjesa më e madhe e delegatëve të Këshillit Kombëtar janë përzgjedhur përmes këtyre strukturave dhe jo përmes një gare reale.
Akuza për përjashtime politike dhe ndryshime statutore
Një tjetër element i kallëzimit lidhet me përjashtimin e figurave kritike ndaj drejtimit aktual të PD-së. Në dokument përmendet rasti i Evi Kokalarit, për të cilën pretendohet se është skualifikuar nga gara përmes ndryshimeve procedurale dhe interpretimit të statusit të saj politik.
Ajo pretendon se janë ndryshuar kritere në momentet e fundit; janë eliminuar kandidatë që denonconin korrupsionin; janë favorizuar persona të afërt me drejtimin aktual.
Në kallëzim thuhet se këto veprime janë bërë për të ruajtur kontrollin familjar mbi partinë dhe për të shmangur çdo rivalitet të brendshëm.
Pretendimet për ndikimin e familjes Berisha
Një pjesë e rëndësishme e dokumentit fokusohet në atë që autori e quan “kontroll familjar” mbi Partinë Demokratike.
Në kallëzim thuhet se vendimmarrja reale në PD kontrollohet nga një grup shumë i ngushtë; shumë procese politike miratohen paraprakisht nga njerëz pranë familjes Berisha; strukturat drejtuese funksionojnë si mekanizëm mbrojtës për interesat e tyre.
Në dokument përmendet edhe emri i Argita Malltezit, për të cilën pretendohet se ka pasur ndikim të rëndësishëm në vendimmarrjet politike, pavarësisht mungesës së një roli formal në parti. Ajo përmend gjithashtu pretendime për diskutime të zhvilluara në vitin 2021 mbi mundësinë që Argita Malltezi të merrte rol më aktiv në drejtimin politik të PD-së.
Lidhjet me sektorin e naftës
Një pjesë qendrore e kallëzimit lidhet me koncesionet dhe marrëveshjet e hidrokarbureve të viteve 2006–2007. Kokalari i referohet dokumenteve të Gjykatës Ndërkombëtare të Arbitrazhit (IÇ Case No. 22676/GR), ku sipas tij përmenden elementë problematikë në procedurat e dhënies së licencave. Në dokumentet e arbitrazhit të bashkëngjitura në kallëzim përmenden: mungesë dokumentacioni të plotë; mungesë eksperience të kompanive përfituese; mungesë negociatash reale; dyshime mbi pronësinë reale të kompanive; favorizim politik në dhënien e licencave.
According to the complaint, the international arbitration cites as persons related to the case: Sali Berisha; Argita Malltezi; Albana Vokshi, and businessman Arjan Tartari.
In her lawsuit, Kokalari claims that personal and family relationships influenced the granting of oil licenses.
It is also alleged that Albana Vokshi, at the time she was part of the Albpetrol board, was involved in processes related to the approval of hydrocarbon agreements.
The document also mentions Argita Malltezi, who according to the arbitration excerpts has provided legal services to companies linked to oil licenses. The material states that these connections create a conflict of interest and constitute a motive for the continuous control of political structures.
Allegations of using the DP as a political shield
According to Kokalari, who also filed a complaint with SPAK, control over the Democratic Party serves for: political protection; media protection; control of MPs; pressure on justice institutions, as well as protection from SPAK investigations.
The document states that the party's political structure has been used to protect private interests and not for the normal functioning of the opposition. The author claims that the party's MPs and leaders have been chosen on the basis of loyalty and not political merit.
The complaint also mentions what Kokalari calls “The Mountain Tower,” as part of the political and economic bargains that he says followed the control of the DP structures. Although the document does not provide full details on this issue, Kokalari claims that agreements and other economic interests were built on the basis of control of the party.
The document filed with SPAK mentions several provisions of the Criminal Code that, according to the complainant, may have been violated: Article 248 - Abuse of office; Article 257 - Illegal benefit of interests; Article 245/1 - Exercising illegal influence; Article 25 - Co-authorship.
So far, the persons named in the complaint have not publicly reacted to the allegations. SPAK has also not announced whether the material has been registered as a criminal proceeding or is still in the verification phase. Kjo ka moralin e atij qe mbeshtet ne USA. Kush me shan e nuk me pelqen i punoj qindin. Na erdhi me palle ne dore ne Shqiperi ne "krah" te Sales e kur nuk i kapi luga filloi ulurimat duke share e akuzuar. Sa mendje lehte, nuk ka aq mend sa te kuptoje qe nuk ka mbatur luge per ta ta fuse ne kazan.
