Berisha's candidate alleges vote theft; Roshi of Kavaja demands recount,

Another candidate from the open list of the Tirana District in the ranks of the 'PD-ASHM' coalition is demanding the opening of the ballot boxes and a recount of preferential votes. This is Elton Roshi, the cousin of Elvis Roshi, the former mayor of Kavaja, who lost his mandate due to the decriminalization law.

Roshi ran on the coalition's open list as a PAA proposal, while after May 11, SPAK, as part of its investigation into electoral crimes, seized several mobile phones, including that of former socialist mayor Elvis Roshi. The latter was involved in the campaign in favor of his cousin Elton Roshi, who has raised suspicions that his votes were tampered with.

Roshi is demanding a recount of votes in two municipalities of the Tirana District, Kamëz and Tirana, while he has no claims for Vora, Rrogozhina and Kavaja.

So after Aulon Kalasa in Durrës and several candidates from the open list in Tirana, including Asllan Dogjani, Ilir Alimehmeti, and Adriana Kalaja, Elton Roshi has also raised the contest for preferential votes.

The Agrarian Environmentalist Party (PAA), an electoral subject participating in the elections of May 11, 2025, through its candidate Mr. Elton Roshi in the Tirana District, opposes the approval of the summary tables of results for this district and demands the opening and recount of ballot boxes in all CEAZs of the Tirana District, excluding the Municipalities of Vora, Rrogozhina and Kavaja, where no irregularities requiring verification have been identified.

In several CEAZ voting centers in Tirana, our observers have noted discrepancies between the votes read on the screen for candidate Elton Roshi and the data reflected in the final tabulation minutes.

These concerns were raised immediately during the counting process, but the local commissions refused to intervene, directing us to file a complaint with the CEC.

In accordance with Articles 145 and 146 of the Electoral Code, our subject has the right to request the opening and recount of ballot boxes where there are reasonable suspicions of inconsistency. We also request a reasonable deadline to complete the review of the video footage, before the review of the complaint begins in session.

"We reserve the right to add additional arguments and evidence until the day the request is reviewed ," the request of the Agrarian Environmentalist Party states.
