
Amid the debates inside the meeting and the pressure of Lulzim Basha's supporters, the leadership of the official PD decided to hold elections for the new president on July 29.
This decision was not supported by the General Secretary Gazement Bardhi and by some democratic deputies, who requested that first the elections be held for the party structures and then for the new president.
But, due to the division that DP has suffered for 2 years, the process for electing the president at the end of July is difficult from the first step. The certification of the membership with the right to vote should be done by the heads of the branches throughout the country, but because some of the heads of the branches have withdrawn and some have joined Berisha's group, such a process cannot be carried out, since the official PD there are only 29 branch heads out of 71 in total.
Certification of membership according to the decision taken by the presidency must be done by the head of the branch and the working group he sets up. So the head of a branch appoints two or three associates who determine whether a member has the right to vote or not.
But in the conditions when the official DP does not even have half of the chairmen, membership certification without the chairmen of the branches would be in violation of the statute. Another act that contradicts the official PD statute is the election commission itself, which will organize the process for the new president.
Most of its members have gone over to Berisha's side. In order to change the electoral commission, the National Council must be convened by the party chairman. But in the conditions where the official DP has neither a chairman with full powers nor a commanding chairman, the filling of vacant positions in the commission without the meeting of the national council would be in violation of the DP statute.
Despite the fact that the decisions conflict with the statute, the official DP is determined to continue the process for electing the president, leaving June 20 as the deadline for the submission of candidacy requests by people who want to participate in the race for president, while from 24 June to July 27 will be the time that candidates will campaign across the country.
As the presidency turned against him, Gazment Bardhi made the next move.
In the capacity of the chairman of the parliamentary group, he has today called a meeting with the deputies at 1:00 p.m., who will show their position on the electoral process within the party after the decision of the presidency.
