Lulzim Basha called the Assembly of the Democratic Party this Saturday, September 2 as a manifestation of liberalism, where the national interest would be at the center and that citizen would prevail over the personal interest of the party leader.
In the almost hour long speech he gave, Basha talked about everything. He talked about corrupt towers, old political castes and how he and his supporters will give hope to Albania. He avoided the word revolution, but mentioned between the lines that he will end the dictatorship of the leaders in the party.
But, from what is said to what is done, there is a whole sea in between, say the people.
This is also the case of Lulzim Basha. If in the speech he talks about leaders who are taking their breath and dictate their decisions in the party forums, and then in the Assembly and the Government, in the statute he does the complete opposite.
Through the statutory changes, Lulzim Basha strengthens his positions at the head of the Democratic Party (always if the justice will give him the seal in the end and not Sali Berisha). He says that candidates for mayors and candidates for deputies are chosen by the grassroots and not by the mayor.
At first glance, this provision in the statute creates the idea of a party that has collegiality at the core of its decision-making, especially when it comes to local and central government candidates.
But another statutory provision invalidates all this effort, because Article 27 of the statute gives Basha the authority to expel anyone from the party, especially during election campaigns. This means that Basha can expel from the party any candidate for mayor or deputy who does not obey him, or who opposes him.
Other changes, which in content do not match Basha's rhetoric in the Assembly, are related to the head of the DP parliamentary group. Until now, this post was appointed through the voting of the deputies of the group and the National Council. Starting from Monday, Lulzim Basha has determined by statute that as long as PD will be in the opposition, he will be the chairman of the party's parliamentary group in the Assembly./Vox News
