
Today, the draft law on Gambling is being discussed in the Economy Committee.
The Socialist MP, Erion Braçe, proposed a coercive system similar to the one applied to MPs in relation to income and wealth for the organizers of Games of Chance.

Among other things, the deputy said that the government should answer whether it is in favor of a unique state platform for games of chance.
My proposals regarding two serious concerns in this activity, the first is the presence of organized crime in this sector. The proposals I brought are related to the decriminalization of this sector. From what the law has brought, I don't think they are enough for this sector to be decriminalized. The second problem that is important has to do with demotivating people to play. In gambling, only the organizers win, not the player. Whatever rehabilitation program the government creates does not protect players any more than demotivating them to play the game. The interest is that as many people as possible are demotivated to play the game. The more they play, the more they lose. The measure that demotivates people to play should be part of the law. I would like an answer from the government for a state platform, whether the government is for or against this proposal. The creation of an overview, to which the state body has access, is a kind of intermediate solution, but I would like to know from the government's side about the proposal that the platform be unique to the state and all companies can access it, is it for or against.
The second concerns the system of taxation of all Gambling activity. For us to receive from every 100 Lek played, 1.5 Lek, that is, it seems to me that all this great effort to legalize these bets that are in the black, is almost negligible, and on top of that all when we in these accounts have to accept their claim, that out of 100 lek, they distribute 90 lek to the player, for me to accept this I must be crazy. My proposal is about the taxation system. I want to know from the government whether it is for or against. There is a very restrictive MP control system of income and wealth. What if we apply this coercive system to those who want to be part of the organization of the Games of Fate, is there any problem?! If this control system that is applied to MPs is applied, is there any problem?! The only ones who are forced are the deputies, is it possible that some others will also be forced? Is there a problem for SPAK to give the final control to those who want to organize games of chance? I have heard that the FBI gives the last approval for casinos in the USA," Braçe said.
While the chairman of the Economy Commission, Eduard Shalsi, said that the draft has been updated in several points, where the additional element related to the granting of licenses is the competition with scoring criteria, where the economic offer is also taken into account.
A procurement procedure for scoring criteria has also been added as a proposal.
Shalsi emphasized that the platforms that companies should use must be non-manipulable, where fictitious players and changing coefficients are not possible.
