On May 14, in addition to the failure of the process from the administrative and infrastructural side, the corrupt affairs that the Chairman of the CEC, Ilirjan Celibashi, did with the 32 million Euro funds, for identification devices, for electronic voting in Elbasan, Kamzë e Vorë and data transfer from voting centers to the CEC.
An information from the office of the local government in the Ministry of the Interior shows that Ilirjan Celibashi's dirty work is not only the financial bargaining with the tenders, but also the failure to preserve the ballot papers for the candidates and parties participating in the elections.
It is about the disappearance of 360,000 Ballots, produced in reserve for any emergency case of damage, robbery during transport, non-operation of electronic voting, or for other reasons provided by the Electoral Code.
During the storage of the post-election materials on May 14, this amount of ballots, specifically 180 thousand for the 61 municipal candidates and 180 thousand for the political parties, were not available in the CEC, in the material office "waxed" by the mayor Ilirjan Celibashi and the representative of the local government of the Ministry of the Interior.
According to the Electoral Code, these reserve ballots could be put into use by decision of the Regulatory Commission of the CEC, but this commission had authorized the chairman Ilirjan Celibashi, due to the emergency needs of the speed of sending them to the CEC on the day of the vote.
On May 14, these spare Ballots were not used, because there was no damage or theft of them during the transport, but also due to the fact that 37% of the voters participated in the election and nearly 1.9 million Ballots remained in stock for the candidates of political parties.
The voting centers and the CEAZs sent the ballots in order, but in the CEC, 360,000 reserve ballots have disappeared, the absence of which is the administrative, financial and criminal responsibility of the mayor, Ilirjan Celibashi.
In several videos published on the day of the polls and after, commissioners, electronic equipment operators, guards, polling station observers and "strong" directors of the government were seen putting bundles of Ballots out of the system.
Their absence has passed in complete understanding silence at the CEC, as if some movie or stadium ticket has disappeared, while the mayor, Ilirjan Celibashi, ordered his subordinates to make a record that he considers them "lost".
But it is not known how they got lost inside the election materials office of the CEC, when only Celibashi and the representative of the Ministry of Interior have the key to it as insurance parties.
Even if the mouse had picked up these 360,000 ballots, it would have left residue, while the "hunger of the elections" Ilirjan Celiobashi, did not leave even 1 piece of paper as a mark.
We specify that in each election process, according to the law, 10% more Ballots are produced, as a security measure for any unexpected situation; while on May 14, these disappeared completely unexpectedly.
