Democratic Party MP, Oerd Bylykbashi, stated that the meeting of the Mandates Council should have been held with open doors.

According to him, the opposition has requested that the meetings be public and only when the prosecutor presents evidence that requires the preservation of investigative secrecy, then a decision to close the doors would be made.

Bylykbashi emphasized that the request for transparency was also expressed at the December 19 meeting and that the opposition's position was the same.

The Democratic MP also raised concerns that the vote in the council could have ended in a tie, which according to him would have rejected the prosecution's request.

On the other hand, he announced that the special prosecutor has requested in writing that the evidence and data be kept under investigative secrecy, a document that, according to him, was signed by all members of the council.

"First I want to say something, we insisted in the other meeting of December 19, that that meeting should be open. It is recorded in the minutes of the meeting., today we requested the same thing. The procedure of the council meeting should be open. If there is a need, such as the request of the special prosecutor to be closed, the council should make a decision. There they were determined that the meeting should be behind closed doors. We judge as the opposition that these meetings should be public. When we made the request to lift immunity in 2012, at that time it was thought to be lifted completely. With a request from Edi Rama, they agreed to what we have today.

That debate there should have been open. When there was evidence and the prosecutor requested it, it should not have been made public, but the doors should have been closed.

The Speaker of the Assembly in both cases insisted that the council does not make decisions. According to him, the council does not make any decisions and never put them to a vote.

In other cases, including Berisha's, the council has made a decision. This is to make people understand that there is a bigger problem. The vote could have been 5 to 5 and the prosecution's request would have been rejected.
