Balla: The number of committees remains the same, we repeat the procedure
The Socialist Party has warned that it will not accept the change in the number of parliamentary committees, even though the Constitutional Court has deemed the process illegal.
In September, the Socialist Party increased the number of committees from 8 to 11, but according to the Constitution, the Socialist Party violated the procedure. The leader of the group, Taulant Balla, through a reaction on social networks, made it clear that the Socialist Party will start the procedure from the beginning by re-voting the committees once again, but according to him, the number will remain as it is, i.e. 11.
" I cannot find any connection between the right of the Assembly to organize its work in permanent committees and today's decision of the Constitutional Court. I await with great curiosity the full decision to understand the issue of the "right of expression", when it is a fact that the deputies have voted and have clearly expressed their will by vote. However, I think that the Assembly of Albania should continue its work with the current division of Committees, which will have to be re-established together with other changes that, as I announced at the beginning of the session, we will submit in the coming days ", Balla said.
In September, the Socialist Party decided to increase the number of parliamentary committees from 8 to 11, while some of the old committees were resized.
But the DP appealed the amendment to the Rules of Procedure in the Constitutional Court. According to it, the Rules of Procedure of the Assembly were amended in two sessions of Parliament, which took place within the same day, while the Constitution provides that a law, even when introduced through an accelerated procedure, cannot be approved within 7 days. According to the DP, the approval within such a short period of time of the amendments to the Rules of Procedure violates the right of opposition MPs to familiarize themselves with the changes, as well as to propose amendments.
The Constitutional Court seems to have ruled in favor of the DP in this regard. According to the Constitutional Court, the procedure was unconstitutional due to the violation of the principle of representative democracy related to the freedom of expression of deputies as a result of the violation of the rules for convening the Assembly meeting as well as the procedure followed for the approval of the act under review.
It seems that the SP will now start the procedure from the beginning, informing the deputies in a timely manner and will ultimately vote on all 11 current committees.
