
Armand Shkullaku has compared the Albanian government to a mafia organization, where the members are sworn to silence and where those who are "beheaded", i.e. who end up in prison, are predetermined "from above".
"As long as this works like the organization of the mafia, there are people who take an oath of silence, there are those who control and those who are beheaded, there are those who prepare in advance. The organization has some rules, if your name came up, you are a suspect you will go to jail.
