
The European Commission published yesterday the report on the "Screening" process with Albania.
The report reflects the functioning of democratic institutions, the judiciary, fundamental rights, economic criteria, public procurement and financial control.
The EC affects the approval of the law on cannabis, the position against fiscal amnesty and golden passports. In this report, the position is expressed in favor of conditions for the use of cannabis for medical and industrial purposes.
According to Brussels, the issue of property remains a key point, and the position against fiscal amnesty and golden passports is expressed. The report also mentions the initiative to legalize cannabis for medical purposes, for which it is emphasized that it is important to prevent the possibility of it being used for other purposes.
The report will serve for the EU member countries' decision on the opening of membership chapter negotiations. The report comes a year after the opening of Albania-European Union negotiations and the end of the first round of meetings.

The European Commission in the "Screening" report for our country highlights Albania's journey towards the EU, the main problems in the country but also the achievements in key reforms.
"The legislative and institutional framework of Albania must be consolidated and further deepened in the implementation of the reform, the legal and institutional framework, especially by ensuring effective cooperation between justice institutions. Albania should increase the coherence of the legal and institutional framework for the prevention of corruption and the integrity of public officials, which is comprehensive, but too complex, in particular for high officials", says the European Commission report.
A special attention in the report is given to the approval of the draft law on the cultivation of medical cannabis.
"It is important to ensure that mechanisms are put in place to effectively prevent the diversion of this cannabis to illegal markets," the EC is quoted as saying.
RECOMMENDATIONS
The "Screening" report of the European Commission provides recommendations for the next steps to be taken within the process of membership negotiations. Meanwhile, in a separate chapter there are also evaluations and recommendations for the election processes.

In the report, the issue of properties remains a weak point, while the continuation of digitization is encouraged.
"The state cadastre must establish effective measures for the prevention of corruption, the development of an efficient integration of the land management system and proceed vigorously with the systematic digitization and diligent reconciliation of legal titles and cadastral maps", the document emphasizes.
