
The changes to the statute strengthen the role of structures controlled by the president, while the "Basha article" for automatic dismissal after losing the elections remains intact.
The Democratic Party has convened its Presidency this evening, where the focus will be on changes to the party's statute.
Among the most important changes is the expansion of the National Council, the body considered the main political structure under Berisha's control.
According to the draft, the number of elected members of the National Council increases from 150 to 200, while the representation of the diaspora is also increased to 15% of the total number.
The National Council is the body that politically directs the party between two National Assemblies and has broad powers, including approving candidate lists, electing the party's top leaders, and making strategic political decisions.
Precisely because of the control Berisha has over this structure, its expansion is seen as a way to further strengthen his dominance over decision-making in the DP and to guarantee secure majorities in every important vote within the party.
The proposed changes also increase the powers of structures appointed by the chairman. New bodies are created such as the “College of Branch Leaders” and the “National Diaspora Coordination Council”, structures that operate under the chairman of the party and are directly influenced by him.
The new statute also gives the DP Presidency the authority to establish selection committees for candidates in the elections, which filter candidacies before the political voting process in the party.
Another striking element is the fact that Article 46 of the statute, otherwise known as the "Basha Article", remains unchanged.
This article stipulates that the chairman's mandate automatically ends if the party loses the parliamentary elections and that the chairman is not allowed to run for re-election.
" If, after the announcement of the results of the general elections for the Assembly, the Party does not emerge as the winning governing force, the mandate ends immediately and automatically due to the Statute. In this case, the chairman whose mandate ends is not allowed to run in the
subsequent elections for party chairman ," states the current article, which is not affected by the new amendments.
