Another "non grata" comes off the US blacklist, $6 million

The lifting of sanctions against former Bulgarian Deputy Minister Alexander Manolev has brought back into focus the case of former Prime Minister Sali Berisha, who remains on the US State Department's blacklist four years after being declared "non grata" and despite recent efforts to influence Washington.

The US State Department has removed former Bulgarian Deputy Minister of Economy Alexander Manolev from its list of sanctioned individuals, a decision that is being considered an important precedent for individuals sanctioned under Section 7031(c), the mechanism used by the US to bar foreign officials involved in gross corruption or serious human rights violations from entering the US territory.

Manolev was declared undesirable in 2021 as part of a broader US campaign against corruption in Bulgaria. However, four years later, the State Department has confirmed that he is no longer subject to visa restrictions imposed by Washington.

The development has also sparked interest in Albania, as the most well-known political name in the Balkans that continues to remain under the same sanctions regime is that of former Prime Minister Sali Berisha.

Berisha was declared "non grata" by US Secretary of State Antony Blinken on May 19, 2021. In the decision published by the State Department, the former prime minister was accused of involvement in significant corruption while exercising public functions.

The decision was a strong political blow to the historic leader of the Democratic Party, as it was the first time a former Albanian president and prime minister had been publicly sanctioned by the US. In the official announcement, the State Department stated that Berisha had been involved in "corrupt acts, such as the misuse of public funds and interference in public processes", adding that he had used his power for personal gain and to favor his family and political circle.

A little over a year later, another blow came from London. In July 2022, the British government also declared Berisha persona non grata in the United Kingdom, including him on a sanctions list for corruption.

Since then, Berisha has waged a continuous political and public battle against the American decision, describing it as politically motivated and constantly demanding the lifting of the "non grata" status.

Even after Donald Trump's return to the White House, expectations increased within the Democratic Party that there could be a review of the Berisha file, especially considering the changes that the new administration has begun to make in several decisions from the previous period.

In this context, the lobbying contract signed by the DP with the American company "Continental Strategy", worth around 6 million dollars, was also seen. The contract was interpreted by political opponents as an attempt to secure access and influence in Republican circles in Washington, while Democrats defended it as a normal agreement for relations with American institutions.

However, despite multi-million dollar lobbying, a change of administration in the US, and recent cases where individuals sanctioned under the same law have been removed from the list, Berisha's status remains unchanged.

In fact, to date there has been no official announcement from the US State Department indicating that the 2021 decision has been reviewed or that there is an ongoing procedure for its removal.

The case of Alexander Manolev shows that sanctions under Section 7031(c) are not necessarily perpetual and can be reviewed by the US administration. But while the former Bulgarian official is now off the list, Sali Berisha remains one of the most senior political figures in Europe to remain under US and British sanctions.

This makes the former Albanian Prime Minister a special case: four years after being declared "non grata", after a long political, legal and diplomatic battle, he remains the only major political leader in Albania who has failed to change Washington's stance towards him. /Pamphlet
