The Prime Minister gave municipalities an ultimatum to send maps of the lands that will be "invested" through the "Mountain Package" by October 31st. 56 mayors refused to implement it, not signing up for deals that favor government clients with gifts of hundreds of hectares...
After plundering the coast and state properties through the “strategic investments” law, Edi Rama is urgently pushing the “Mountain Package” project, a plan disguised as an investment incentive for mountainous areas, but which essentially aims to alienate public and private lands and forests in favor of a clientelist circle. The order for the submission of land maps was given on October 23, 2025, while most municipalities refused to sign, fearing that they would remain legally responsible for this affair.
Prime Minister Edi Rama has moved into the phase of open pressure on mayors to accelerate the so-called "Mountain Package" project; which is sold in propaganda as a "development strategy for mountainous areas", but which in reality is a new scheme to plunder public and private property in the name of strategic investments.
At the meeting held on October 23, 2025, Rama gave the mayors a deadline of October 31 to submit maps of the lands and forests that will be included in the project, warning of political penalties for those who delay.
But by the ultimatum date, only 5 municipalities; Tropoja, Elbasan, Belshi, Përmeti and Skrapar, have implemented the order and sent the relevant documents.
56 other municipalities have ignored it, refusing to sign the acts that would make them responsible for giving "free" hundreds of hectares into the hands of government clients.
Pressure and Task Force for “collective sharing of blame”
According to "Pamphlet" sources, at the October 23 meeting, Rama spoke in ultimatum tones:
"Wake up from this slumber and don't be afraid to sign. Any conflict or responsibility will be taken over by the government. By October, you must send the land maps that the government will approve."
But the massive refusal of municipalities to send the documents has shown that the fear of criminal liability is stronger than political pressure.
In an attempt to calm them down, Rama has asked them to create local "Task Forces" to share responsibility "collectively" between the heads of municipalities and their technical employees, so that in the event of an investigation, no one is held individually responsible.
But even this legal trick has not worked, because in the end, according to the law, the final acts of property alienation will be signed by the mayors themselves, who will be directly responsible for any legal violations.
"Mountain Package": the plunder of the remaining wealth
The “Mountain Package” is the new scheme of plundering state and private assets, following the one carried out on the coast and on former properties of state enterprises and military units.
As with the law on strategic investments, which was used to privatize coastal lands and tourist resorts through the “1 euro” contracts and the Investment Corporation, now it is the turn of the mountains, forests and pastures.
According to internal government documents, available to "Pamphlet", Rama has previously determined the names of the "investors" who will benefit from the lands, including several oligarchs and foreign companies that will receive 10-year tax exemptions and full ownership of the land.
In many cases, these are private lands divided by law 7501 or by final court decisions, which will be plundered through municipal decisions staged as "economic development".
Cadastral registrations deliberately blocked
To facilitate the process, the government has blocked registrations in the Cadastre, preventing legitimate owners from registering their land titles in mountainous areas.
This is done so that the land is considered “ownerless” and included in the “Mountain Package” as state property that can be given for investment.
Essentially, it is a modern form of illegal expropriation, where the state seizes land and then gives it to government clients.
Political goal: money and control
Government sources claim that Rama is promoting the “Mountain Package” to keep the political financing system alive and to reward clients who have financially supported him in electoral campaigns.
The “Mountain Package” is the new suitcase of electoral corruption, a way to generate dirty money in the name of “regional development” and to maintain the loyalty of his economic and political network.
The “Mountain Package” is the latest project of state robbery in an Albania where every law, every reform and every “development” initiative is used to sell national assets to the market of power clients.
The mayors have understood the risk and are hesitant to sign, because tomorrow they will be the ones who will answer to SPAK, not the prime minister who asks them.
In the end, just as the “coast” was transformed into a private commodity, the Albanian mountains and forests are becoming a new political currency in the hands of Rama./ Pamphlet
