Democratic Party MP Denisa Vata has accused the government of implementing a policy through the "Mountain Package" that, according to her, aims to alienate property and depopulate rural areas in Albania.

Invited to the show "Kafe Shqeto", she stated that this initiative does not only affect Martanesh, but all mountainous areas of the country.

According to Vata, the “Mountain Package” is “a mechanism for the alienation of property and the systemic depopulation of villages,” while adding that the energy projects being developed in these areas are “the government’s last resort to bury agriculture and livestock.” She claimed that agricultural lands and pastures are being auctioned off and given to people connected to power for the construction of solar panel parks and hydroelectric power plants.

"I want to talk about a situation that affects not only Martanesh, but all the mountainous areas of Albania. The residents of Martanesh, you saw for yourself that they turned this public hearing into a protest because they know very well what is happening to their lands. And this is not a coincidence, but it is an example of governance through the "Mountain Package", a mechanism for the alienation of properties and the systemic depopulation of villages. Solar panels, pipe-type HPPs, are the government's last resort to bury agriculture and livestock. Rama says that he is thinking about the former owners, about tourist development, but in reality it is completely different. And the first objective is pastures and common lands, properties that have many co-owners and their alienation is open theft. In Martanesh and everywhere. The Prime Minister has done it "They are publicizing this in Davos, presenting it as a green development, but it is a policy that is killing livestock and the rural economy. Some families are presented as local businesses, but behind them are oligarchs and builders who have connections or businessmen who have connections to the government," said Vata.

The MP rejected the government's arguments about tourism development or support for former owners, describing them as excuses.

"The first objective is pastures and common lands, properties that have many co-owners, and their alienation is open theft," she said.

Vata also accused the local government of manipulating land data, claiming that it is being reclassified from “agricultural land” to “non-productive land” in order to convert it to energy projects. According to her, this practice is directly damaging the rural economy and leading to the abandonment of rural areas.

Referring to reactions on the ground, the MP mentioned protests by residents in several areas, including Martanesh, where according to her a public hearing turned into a clash with local representatives. She questioned the validity of these hearings, stating that “public hearings were held with 10-15 people that have no legal value.”

Vata further warned that this phenomenon could extend beyond the mountainous areas. She said that “this is just the beginning of the mega alienation of properties… which starts with pastures and will continue with hilly lands, with olive groves from Saranda to Kruja.”

The MP also raised concerns about the long-term impact on food security and the local economy, arguing that current policies are harming farmers and ranchers, while the benefits, according to her, are being concentrated in a few hands.
