The Socialist Party has praised the amnesty, which reduced the years of punishment even for those convicted of corruption, despite the fact that it remained alone in the political decision to vote for it.
The Minister of Justice Ulsi Manja admitted that the proposals of the deputy of Reestablishment, Gledion Nallbati, which provided for the reduction of the sentence for some of the categories of those convicted for corruption, have been included in the final version of the draft law and will not change.
" They have been rehabilitated. And there is nothing wrong with going to the families, a year before, 6 months before or 2 months before. But don't forget, everyone has turned the word "Prison, prison, prison" into part of their vocabulary, but no one remembers the economic, financial and social cost of keeping them in prison, " said Ulsi Manja, when asked by journalists for reducing the sentence for the corrupt.
But the amnesty requires 84 votes to be approved in parliament. Socialists together with Tom Doshi's PSD have 78 votes. Even 3 votes from PDIU, can add up to 81 votes.
The rest will be found in the ranks of the small opposition parties, because both the Berisha-Bardhi grouping and Basha of the Democratic Party of Vula are against it.
Bledi Çuçi hinted that there will be no political cooperation, but that the votes will be found separately in the ranks of the opposition. "84 votes are always in parliament" said Çuçi, when asked by journalists about the numbers in the hall.
Prime Minister Rama has not explained why he has changed his attitude towards the officials who have been convicted as corrupt by the court of new justice, while the goal of the justice reform was precisely to punish corruption.
Rama was in Turkey on the day when the criminal amnesty was discussed in the Laws Commission and after he returned he excused himself saying: "I only know the fact that there was a discussion, on a total misunderstanding that was created".
But Gazment Bardhi said that the socialists used a trick with the amnesty, which starts for humanitarian purposes, but is being used to reduce the sentence of former mayors and former corrupt directors.
" They withdrew the law on amnesty, from a humanitarian law that would benefit ordinary citizens, transformed to amnesty corrupt ministers, directors, mayors of this government. It remains unacceptable. They tried to deceive the public opinion, by billing the opposition as well. Each party is welcome in the opposition confederation, as is the PDIU, which has always been an ally of the DP ," he said.
Earlier, the 43 MPs of the opposition focused on the February 20 protest and efforts to prevent normal work in the parliament. However, one of them made a proposal that later broke the consensual atmosphere between the PD of Vula and the Socialist Party.
This was the deputy of Elbasan, Bledion Nallbati.
According to Bledion Nallbat's proposal, which you can see below, it was proposed that the amnesty also includes those convicted for Article 245/1 of the Criminal Code, which deals with corrupt officials.
Socialists accepted Nallbat's proposal in the Laws Commission, in the same meeting when they rejected Alibeaj's proposal for amnesty of opposition protesters. But as soon as Lulzim Basha denounced it as an agreement between the socialists and the Reestablishment, Nallbati withdrew.
Bledion Nallbat's proposal in the amnesty bill
The MP for Reestablishment explained on social networks that he had proposed a change in the bill for gender equality, so that men would benefit the same as women. But he denied that he had affected the articles that deal with reducing the sentence for those convicted of corruption.
Later, Nallbati appeared in an interview on Syri Tv where he accused MP Plarent Ndreca of having manipulated the document by adding his proposal.
"Plarent Ndreca built his own amendment. He took a part from my proposal, a part from Alibeaj's proposal and said that this is Nallbat's proposal. In fact, Ndreca's amendment was voted there," said Nallbati.
While the truth of these statements remains to be verified, it is questionable what prompted Nallbati, in the midst of the opposition's protest for investigative commissions, to draft a proposal that takes care of gender equality in the amnesty.
In addition, the document that was submitted to the laws commission for the amendment regarding an article on corruption 245/1 bears the name of Bledion Nallbat.
It remains for the MP to clarify whether the signature below is his or not.
According to Lulzim Basha, the attempt to amnesty the corrupt stems from the fact that Rama has regretted the justice reform.
" It is not the first time that Rama interferes with justice. It has been complained that BKH is interfering with its officials. Edi Rama has regretted the justice reform. Now that SPAK is acting, it is doing everything to protect corrupt senior government officials, " said Basha in a press conference.
His representative in the Laws Commission, Enkelejd Alibeaj, proposed that the opposition protesters, convicted in the years 2018-2020 during the violent demonstrations against the Rama 2 government, should also benefit from the amnesty.
But the socialists did not accept the proposal, at the moment they accepted the changes requested by the Reestablishment and which MP Nallbati denied a few hours later.
At the moment, the Socialist Party has remained alone in the initiative to reduce the prison sentence for the corrupt. It remains to be seen which of the opposition MPs will join them.
According to this variant of the amnesty, about 700 prisoners will be released from prison, the probationary service for another 2,500 thousand will end, and 1,600 will benefit from a reduced sentence./Lapsi
