After the failure with incinerators, the 'Rama' Government approves

After the failure of the incinerator projects and the millions of euros spent on them, Prime Minister Edi Rama and the government he leads have 'crossed over' as if nothing had happened to a 'new page' in waste treatment in the country, using "compliance with European Union legislation" as an excuse.

Rama and the Minister of Environment, Mirela Kumbaro, presented the new reform a few days ago, while the Government quickly approved today the draft law 'On integrated waste management', which aims to create a waste management system in the Republic of Albania. 

This new reform for integrated waste management provides, among other things, two new laws, the creation of a public company, and investments for the construction of new landfills.

Full decision of the Council of Ministers:  " DECISION ON THE APPROVAL OF THE AMENDMENT AGREEMENT BY EXCHANGE OF LETTERS TO THE LOAN AGREEMENT, BETWEEN THE REPUBLIC OF ALBANIA AND THE INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT, FOR ADDITIONAL FINANCING FOR THE INTEGRATED URBAN DEVELOPMENT AND TOURISM PROJECT, RATIFIED BY LAW NO.70/2022

In support of Article 100 of the Constitution and Articles 12, 19 and 23 of Law No. 43/2016, “On International Agreements in the Republic of Albania”, as amended, upon the proposal of the Minister of Finance, the Council of Ministers DECIDED: To approve the amending agreement by exchange of letters of the loan agreement, between the Republic of Albania and the International Bank for Reconstruction and Development, for additional financing for the integrated urban development and tourism project, ratified by Law No. 70/2022, according to the text attached to this decision. This decision shall enter into force upon publication in the “Official Gazette” .

This project foresees the establishment of a National Waste Treatment Operator, a process that will no longer be in the hands of local governments, but the Municipalities will be 'clients'. Albania will be divided into 10 Integrated Waste Management zones, in which 10 processing and selection plants will be built, 3 new landfills in Kukës, Dibër and Berat, and the closure of 66 current landfills is foreseen.
